Was responsible for conceiving and executing the tracking of survivors using mobile phone location identity technology in 2004 and also establishing a 200 man call center to identify victims using roaming international mobile phone activity in the country on christmas day by using the inbound call data to develop "missing" database, as the head of the NCED, President's Office Colombo Sri Lanka. Currently, Chairman of the NOAC, in charge of overall national ocean policy including disaster mitigation and ocean seabed mapping and modelling to identify vulnerable coastal areas from future tsunamis. Responsible for UNCLOS Continental Shelf Margin Claim submission of Sri Lanka at the UN.
