Strategy and plan for optimized institutional engagement across components

Outline proposal for a streamlined federated data system for GOOS/IOC with defined actions, including consideration and roles of different component parts of the system: GOOS, IODE, OceanOPS, OCG, OBIS (and connection to wider stakeholder field) etc
