Activities
The DGPM is the main arm of the Portuguese Sea Ministry for Policy and strategy support and execution, as well as monitoring the National Ocean Strategy. We provide technical expertise, as well as direct support to the minister cabinet in all aspects of Sea governance and policy. DGPM is also responsible for the Portuguese Role in Integrated Maritime Policy, Ocean spatial planning and international Ocean relations.

Helena Vieira is the current Director General of
Maritime Policy under the Minister of the Sea, in Portugal. Helena has over
20 years of professional experience both in academic, industry and political
backgrounds, holding lecturer (University of Lisbon and University of Angola),
expert (UN-DOALOS, BBI-JU, EU-IPO, EUCOM – EIC and EASME), management and
coordination positions in the fields of life and ocean sciences and bioeconomy backgrounds.
Helena has a PhD in
Biomedicine (Imperial College of London) and an Executive Post Graduation in
Leadership and Strategy in Biotech & Pharma from Harvard Business School.
She has founded a few
start-ups and was co-founder and CEO (2005-2013) of BIOALVO SA, a Portuguese
biotech company. Helena was also Executive Director of BLUEBIO ALLIANCE
(2014-2019), the Portuguese network for the marine bioresources sector and a
Full Associated Professor of FCUL, in Entrepreneurship, Innovation and
Technology Transfer (2008-2020). She was a PI at BioISI centre/FCUL, coordinating
the blue biotechnology unit at M&B lab.
