With over 34 years of professional experience, Xavier has played a pivotal role in marine and coastal conservation efforts in Ecuador and internationally. His work has been instrumental in establishing multiple marine protected areas, advancing small pelagic fish and krill stock assessments through hydroacoustic methods, and promoting sustainable fisheries management. He has contributed to key policy frameworks, including fisheries action plans and marine protected area management plans, while also ensuring Ecuador’s transparency in fisheries governance through initiatives like FiTI. His efforts have also been fundamental in the creation of conservation incentive programs such as Socio Manglar.

Currently, Xavier leads high-impact initiatives focused on mangrove conservation and climate resilience, including the Manglares para el Clima project, supported by the Green Climate Fund, and the Dove Mangrove Initiative, a conservation project backed by Unilever and Conservation International. His expertise spans project design, execution, and fundraising, with a strong ability to bridge the gap between scientific research, policy development, and on-the-ground conservation action.
