Skills
1. Experience in economic, regulatory or policy analysis, or with development of project proposals for international financing mechanisms;
2. Knowledge of blue economy and ocean economy;
3. Experience managing Technical Assistance projects geared towards the implementation of policies, legal/regulatory and economic instruments and transboundary action plans, among others, in natural protected areas, fisheries management, pollution control, chemical management, biodiversity;
4. Knowledge of government organizations and roles and as they relate to environment and climate change, and implementation of sector policies and measures in Mexico;
5. Experience with and knowledge of natural resource management such as marine ecosystems, biodiversity, fisheries, aquaculture, and public finance and sustainable development finance issues in Mexico;
6. Experience in developing projects, coordination, and management with UN system organizations;
7. Experience working with Mexican and US government institutions and policies in conservation, biodiversity, fisheries management, and/or coastal zone management and abatement and control of land based pollution of coastal waters;
8. Experience researching coastal and marine issues;
9. Knowledge of the sustainable management of LMEs or Integrated Coastal Zone Management
10. Experience with international public policies;
11. Experience with environmental policy and law;
12. Experience applying diplomatic and negotiating skills;
13. Knowledge of the goals and procedures of international organizations, in particular those of the GEF and the GEF Agencies;
14. Experience at a senior project management level in a complex (transboundary) setting with proven responsibility for contract management/monitoring (comparison of activities reported on by contractors/executing entities with services requested in the TORs, verification of reports provided by contractors/executing entities upon correctness and verification that services reported by contractors/executing entities were actually provided in the required quality so that payments linked to reaching contract milestones can be triggered);
15. Experience in overcoming deadlocks and difficulties in the implementation of complex projects and in bringing them back on track.
