The year of 2021 was the start of the United Nations Decade of Ocean Science for Sustainable Development (2021 - 2030), also known as the Ocean Decade. The Ocean Decade provides a ‘once in a lifetime’ opportunity to create a new foundation across the science-policy interface to strengthen the management of our oceans and coasts for the benefit of humanity. One of the seven outcomes is a “Safe Ocean” where life and livelihoods are protected from ocean hazards, such as tsunamis. One of the 10 challenges is to increase community resilience to ocean hazards.
In 2021, the UNESCO Intergovernmental Oceanographic Commission (IOC) Assembly approved the establishment of the UNESCO-IOC Ocean Decade Tsunami Programme (ODTP), with the aim of making 100% of communities at risk of tsunami prepared for and resilient to tsunamis by 2030 through the implementation of the UNESCO-IOC Tsunami Ready Recognition Programme (TRRP) and other initiatives. The implementation of the TRRP will be a key contribution to achieving the societal outcome a “Safe Ocean” of the Ocean Decade.
The TRRP will also contribute to several United Nations Sustainable Development Goals (SDGs) and most specifically addresses Goal 11: “Make cities and human settlements inclusive, safe, resilient and sustainable”. Communities recognized as Tsunami Ready contribute to increasing the number of settlements adopting strategies to become disasters resilient.
Tsunami Ready recognition is achieved through a collaborative effort to meet a standard level of tsunami preparedness through fulfilling a set of indicators. It is implemented as a voluntary, performance-based community recognition programme that promotes an understanding of the concept of readiness as an active collaboration and shared responsibility among national and local warning and emergency management agencies, government authorities, scientists, community leaders, and the public.
The Indian Ocean Tsunami Information Centre (IOTIC) has piloted Tsunami Ready in the Indian Ocean since 2017 through several workshops and training activities. In 2020, two communities in India received recognition by the UNESCO-IOC Tsunami Ready Recognition Pilot Programme: Noliasahi and Venkatraipur in Odisha State. Following the IOC Assembly approval of the TRRP for full implementation in 2022, the Tanjung Benoa community in Bali, Indonesia achieved UNESCO-IOC Tsunami Ready Recognition. At present India is working on implementing TRRP in a further 74 out of 324 communities in Odisha State, while 7 communities in Indonesia are in the application process to get Tsunami Ready Recognition from UNESCO-IOC. Other countries across the Indian Ocean are preparing to implement TRRP or similar national initiatives.
The aim of the Indian Ocean Tsunami Ready Workshop is to invite, encourage and support Member States of the UNESCO-IOC Indian Ocean Tsunami Warning and Mitigation System (IOTWMS) to implement the UNESCO-IOC Tsunami Ready Recognition Programme (TRRP), which contributes towards the UN Ocean Decade goal of 100% of communities at risk of tsunami being prepared for and resilient to tsunami by 2030.
- Introduce the UNESCO-IOC TRRP and the 12 Tsunami Ready Indicators
- Introduce, showcase, and share the experiences of India and Indonesia in implementing the UNESCO-IOC TRRP and other activities
- Identify and develop a joint work plan across the IOTWMS Member States to implement the UNESCO-IOC TRRP.
- Shared learnings between countries and application in the North-West Indian Ocean
