Summary

Morning Session
The session opened with presentations from the Exemplars (Coastal–Shelf–Deep Sea
Continuum, Boundary Currents, Carbon, and North Pacific Ocean & Marginal Seas), focusing on cross-Exemplar collaboration and regional implementation. A key takeaway was that informal alignment is no longer sufficient — delivering co-designed observing systems requires more deliberate coordination, clearer prioritization, and stronger programme-level support. Key actions identified include mapping shared phenomena across Exemplars (marine heatwaves, boundary currents, tropical cyclones, carbon), developing regional-global implementation pathways, and building a clearer investment case for funders.

 

Afternoon Session
The session brought together representatives from the Ocean Decade, GOOS, GOOS Regional Alliances (GRAs), Expert Panels, and WMO. Partners responded positively to the Co-Design Vision Paper and expressed strong interest in embedding co-design within their own frameworks. Alison Clausen (Ocean Decade Coordination Unit) confirmed the Decade's commitment to integrating co-design into preparations for the 2027 UN Ocean Conference in Rio. GRAs were identified as key regional enablers, and WMO emphasized the need to better link ocean observations to operational forecasting and early warning systems. Key actions include developing value briefs for each Exemplar, engaging with the GRA Forum, submitting Exemplar insights to the OOPC/GCOS 2027 gap analysis, and mapping blue economy and private sector stakeholders.
