Summary	This Action Paper provides the information necessary for effective participation in the discussion of the agenda items. This information includes: (i) the identification of the relevant documentation; (ii) identification of the issue before the Assembly and the expected decision; (iii) background information (if the relevant background information requires a separate presentation, it will be issued as an Annex to the present Action Paper, and this will be specifically mentioned); (iv) if deemed to facilitate debate, Draft Resolutions are proposed under the corresponding agenda items without prejudice to the wishes of the Assembly or the recommendations of its Resolutions Committee. The blank right-hand pages are provided to allow participants to make notes, if they so wish.
