IOC Sub-Commission for Africa and the Adjacent Island States – Sous-Commission de la COI pour l’Afrique et les États insulaires adjacents


The IOC Sub-Commission for Africa and Adjacent Island States is an intergovernmental subsidiary body of the Intergovernmental Oceanographic Commission of UNESCO responsible for the promotion of regional and international cooperation, and the development and coordination of the Commission’s marine scientific and research programmes, the ocean services, the ocean observing systems, capacity development and related activities in the region by taking account of the specific interests and priorities of Member States from Africa.

La Sous-Commission de la COI pour l’Afrique et les États insulaires adjacents est un organe subsidiaire intergouvernemental de la Commission océanographique intergouvernementale de l'UNESCO ayant vocation à promouvoir la coopération régionale et internationale, et à développer et coordonner les programmes de recherche et d’océanographie de la Commission, les services océaniques, les systèmes d’observation des océans, le renforcement des capacités et les activités connexes dans la région en prenant en considération les priorités et intérêts spécifiques des États membres africains.

The secretariat for the IOC Sub Commission for Africa and the Adjacent Island States based at the UNESCO Regional Office for Science in Africa, Nairobi, Kenya begun operations at the beginning of March 2012. The secretariat is headed by Mr Mika Odido, who is the newly appointed IOC Coordinator for Africa. Mr Odido will continue to manage the ODINAFRICA-IV project, as part of his new responsibilities. His email will remain the same as before.

The Sub Commission was established at the 26th Session of the IOC Assembly (22 June – 5 July 2011, UNESCO HQs, Paris, France) as a framework to improve the Commission's visibility, facilitate coordination among the Member States in the region, and to ensure the efficient implementation of IOC programmes in Africa. The Sub-Commission will be responsible for the promotion of regional and international cooperation, and the development and coordination of the Commission's marine scientific and research programmes, the ocean services, the ocean observing systems, capacity development and related activities in the region by taking account of the specific interests and priorities of Member States from Africa. It will strengthen IOC's presence in Africa, increase the effectiveness of its actions, and give concrete effect to the priority accorded to Africa by UNESCO. The First Session of the Sub Commission will be held at the United Nations Offices in Nairobi from 2 – 3 May 2012.
