(Project Office) ANNEX A: COOPERATION WITH ICAM The IOC programme on Integrated Coastal Area Management (ICAM) was established in 1997 with the purpose to (i) assist IOC Member States in their efforts to build marine scientific and technological capabilities in the field of ICAM; (ii) ensure that scientific requirements are integrated into national and regional ICAM programmes and plans, (iii) harmonize and disseminate existing and new scientific approaches relevant to coastal management. The objectives of the Programme are to address coastal zone problems through activities of a more cooperative, coordinated and interdisciplinary nature, and ensure good coordination among existing IOC efforts related to the coastal zone. This programme also aims to provide a mechanism to promote interaction between IOC programmes related to ICAM and those of other international organisations, between marine natural scientists and social scientists, as well as between scientists and coastal managers and policy-makers. On the basis on the IOC Medium Term Strategy (2008-2013), the ICAM programme is focusing its work on four main lines of actions, these are: 1- Adaptation to climate change in the coastal zones (in particular through the ACCC Project) 2- Development of marine spatial planning methodologies and their application 3- Development and testing of guidelines for the mitigation of coastal hazards through ICAM 4- Development and application of performance indicators for coastal management plans and programmes. One central strategy of the ICAM programme has been to work on developing science based methodologies (for e.g. marine spatial guidelines, coastal indicators) which are technically applicable and adaptable in different geographical and socio-economic contexts. As a result, in the last five years, the ICAM programme has been promoting the development of regional projects which are using and testing the tools and guidelines developed at the global scale. It is mainly through this regional approach that the collaboration with IODE has been stronger. The following examples of collaboration can be highlighted : ODINAFRICA III: The ICAM programme took part in the project development phase of ODINAFRICA, and particularly contributed to the elaboration of Work Package 4: Product Development and end user communication and information delivery. This particular package attempted to bridge the national coastal and ocean data providing entities with the relevant institutions focusing on coastal management as well as coastal stakeholders who have specific needs in terms of data and products. WP 4 therefore focused mainly on the identification of end users of marine/coastal data/information products and their requirements, identification and development of set of core products to be prepared by each NODC, development of Regional and National Marine Atlases, improvement of atmospheric and oceanic monitoring databases, promotion and dissemination of outputs of the project to all stakeholders, and assessment of the impacts of products on the end-user. Caribbean Marine Atlas (CMA) project: As part of its core activities the ICAM programme has developed and tested a set of core indicators (see IOC Manual and Guides No 46, ICAM Dossier No 2) which can be used by coastal managers and stakeholders to assess the states of the coastal environment (ecological indicators), evaluate the effectiveness of coastal management policies and programmes (governance indicators), and measure the human activities and conditions on the coast as well as assess the socio-economic impacts of management initiatives (socio-economic indicators). These indicators have useful in developing the CMA data structure, and particularly in defining coastal zone management issues and deriving data that could be visualized through the Atlas. The above pilot approach was applied at the IODE/ICAM Workshop on the Development of the Caribbean Marine Atlas (CMA), Barbados, October 2007. Once demonstrated successful, this initiative could be implemented in other regions. Southeast Pacific data and Information Network in support to Integrated Coastal Area Management (SPINCAM) ICAM and IODE have worked jointly in developing the SPINCAM project proposal which was successfully presented to the Government of Flanders for funding in 2008 ($770,000). This project is implemented in close collaboration with the CPPS. The project aims to establish an ICAM indicator framework (using the ICAM indicator methodology, IOC Manual & Guides: No 46)) in each country of the Southeast Pacific region (Chile, Colombia, Ecuador, Panama and Peru), focused on environmental and socio-economic conditions within the context of sustainable development and integrated coastal area management. The application of a harmonized methodology and the development of a set of indicators among the participating countries will permit the calculation of a core set of common indicators at regional level. In addition, information systems will be built at national and regional level, which will support both the development of the indicators and dissemination of the results. Special attention will focus on how indicator-based information is communicated to a wide audience, including technicians and various coastal stakeholders. This will be done through the development of fact sheets and score cards on each indicator and the development of a State of Coast report/Coastal Atlas at national level. The implementation of this initiative will give support to the implementation and sustainability of ICAM in the region The project is expected to be implemented over a 3 years period. A specific Work Package on Data and Information Management, has been included in the project. NODCs will be invited to play a leading role in the development of national coastal indicators through their participation in this process. With regard to capacity building related to the Atlas development, the "standard" training and development cycle as used in Africa and the Caribbean and which include the following: (i) basic data management course; (ii) course on data mining and assimilation; and (iii) Mapserver training course, is envisaged. Further evaluation of the capacity building needs in terms of data and information management will be conducted by IODE. In addition, the project will establish national data and information management group. These group will bring together data managers of all relevant thematic national institutions (themes: geosphere, hydrosphere, atmosphere, biosphere, human environment). The group will agree on common metadata standards, parameters, formats and technical/procedural arrangements that will lead to the production of the national data and information inventory as well as the required layers for the atlas. The projecy has also requested the IOC Project Office for IODE to establish a SPINCAM site based upon Joomla and hos the site on behalf of the Project partners. The content creation and editing will be the responsibility of the project coordinator (at CPPS) and possibly the national/technical focal points. All training materials that will be prepared for the project, will be included in OceanTeacher. ODINAFRICA-IV ICAM contributed to the planning of the new ODINAFRICA proposal which was approved a. One area of collaboration which has been identified in this context is with the ICAM project on Adaptation to Climate Change in the Coastal Zones of West Africa (ACCC), which started in November 2008, and is funded by GEF and UNDP. This four-year regional project will assist five African countries (Cape Verde, Gambia, Guinea Bissau, Mauritania, Senegal) in (i) implementing pilot demonstration projects to reduce climate change induced coastal erosion and maintained ecosystem resiliency (1 pilot site per country were adaptation measures will be implemented: eg. Plantation of mangroves, sand dune stabilization, coastal legislation, coastal zoning plans etc), (ii) integrating climate change concerns into coastal development policies and programmes at local and national levels; and (iii) improving monitoring and capacity building to increase the ability to respond to climate change induced coastal erosion. ODINAFRICA and the ACCC project have identified an area of cooperation in the development of Decision making tools on shoreline change, storm surge, and flooding based on climate change scenarios. The proposal is to develop specifically for this region, Visual aids such as vulnerability maps and interactive scenario tools that can support government assessments and decision making on shoreline change, storm surge, and flooding. This will be done taking into account climate change scenarios and support adaptation and mitigation strategies. Activities will be undertaken with key partner programmes. The collaboration with the ACCC Project outlined below is an example of proposed co-financing and collaboration for development of products under ODINAFRICA. This activity will require technical and training skills in the field of Pre and Post-processing of GIS, RS and in situ data; spatial data manipulation and analysis, multidisciplinary analysis of oceanographic, marine, and geographic data, which can be delivered under ODINAFRICA.
