INTRODUCTION 1.1 A Joint IMO/IHO/WMO Correspondence Group has been established by the IMO addressing the expansion of the World-Wide Navigational Warning Service (WWNWS) into Arctic waters, under the Chairmanship of Mr Peter Doherty. The Group has met on several occasions and also conducts its work by correspondence. A wide range of experts, including NAVAREA, METAREA and National Coordinators, and representatives from IHO, IMO, WMO and IMSO, have assisted with the work. 1.2 Membership of the Group is open to all IMO/IHO/WMO Member States and anyone wishing to join should contact the ETMSS Chairperson or the Joint IMO/IHO/WMO Correspondence Group Chairperson Mr. Peter Doherty ( HYPERLINK "mailto:Peter.M.Doherty@nga.mil" Peter.M.Doherty@nga.mil). 1.3 Procedurally, all recommendations for change to the WWNWS are reviewed by the IHO PRNW, which is the representative body for the IHO on matters concerning the WWNWS. Its membership includes observers from the IMO, WMO and IMSO; hence it has provided an ideal forum to discuss issues such as those raised in the CG Terms of Reference and to gather broad-based endorsement of proposed solutions. The IHO has also established a web based bulletin board service to address the work of the CG and all information related to the CG has been posted at this website  HYPERLINK "http://iho-discussions.org" http://iho-discussions.org. 2. PROGRESS TO DATE 2.1 Taking into account the proposed amended resolutions A.705(17) and A.706(17), including the relevant decisions of COMSAR 10, COMSAR 11 and COMSAR 12, the Joint IMO/IHO/WMO Correspondence Group on Arctic MSI Services gave consideration to, and provided comments and recommendations on: 2.1.1 How will the broadcast of MSI messages by each Arctic NAVAREA Coordinator/METAREA Issuing Service as well as the international coordination and monitoring of such messages be accomplished? The CG notes that maritime safety information broadcasts under the GMDSS should be part of an overall worldwide coordinated service. Hence, for waters outside the coverage of the International SafetyNET and NAVTEX services, the CG recommends there should be one common means of promulgating MSI. The CG held discussions with the new Arctic NAVAREA Coordinators concerning distribution options they may use for dissemination of maritime safety information to the navigable waters within the boundary limits of their respective Arctic NAVAREAs/METAREAs. Results from Canada indicate that navigable waters within NAVAREA XVII and XVIII to be primarily below 80 North. For NAVAREA warnings up to 76 North, the Canadian Coast Guard stated they will provide their service using Inmarsat satellites. For coverage of waters above 76 North, the Canadian Coast Guard will use its own existing HF transmission capabilities along with a portion of the United States HF capabilities, specifically for NAVAREA XVII. Canada indicated they will monitor their broadcast services as required and tests of its services capabilities is ongoing and will continue to be carried out during the 2008 Arctic navigation season, with the results of these tests being presented at COMSAR 13. Results from Norway indicate that navigable waters within NAVAREA XIX are primarily below 82 North. For NAVAREA warnings up to 76 North, Norway stated they will provide their service using Inmarsat satellites. For coverage of waters above 76 North, Norway will use its own existing HF transmission capabilities to include NBDP, NAVTEX 518 kHz and probably NAVTEX 4209.5 kHz. Norway has indicated they will monitor their broadcast services as required and tests of HF NBDP are ongoing out 2008. Results of these tests will be presented at COMSAR 13. The Russian Federation has not indicated what the navigable waters limits are within NAVAREA XX and XXI. For NAVAREA warnings up to 76 North, the Russian Federation stated they will provide their service using Inmarsat satellites. For coverage of waters above 76 North, the Russian Federation will use existing HF transmission capabilities to include NAVTEX (NBDP) and NAVTEX. The Russian Federation has indicated they will monitor their broadcast service as required and tests of its service capabilities is ongoing and will continue. The CG supports the use of HF NBDP by the Arctic NAVAREAs as providing a viable alternative means of promulgation of MSI above the limits of Inmarsat coverage. HF NBDP is the most feasible and logical option until such time that an Arctic satellite service provider under GMDSS is available. The CG notes that HF NBDP is included in IMO resolution A.706 (17), as amended, within section 2.3 as a means of promulgating MSI in areas outside of Inmarsat coverage. The CG recommends that given the need for dissemination of messages by different means, that when messages are also needed to be sent by SafetyNET, in order to avoid any misunderstanding, these should carry a statement in the form that the HF message xxx refers. With regards to METAREA Issuing Services, the CG is of the opinion that there is no need to differentiate between the dissemination of METAREA MSI from NAVAREA MSI. The CG recommends that HF dissemination plans as stated above for the NAVAREAs, should also be utilized for the dissemination of METAREA information. The CG suggests the need for NAVAREA Co-coordinator & METAREA Issuing Services to cooperate on this issue, not only at a national level, but at a regional level. These views were supported by the IHO CPRNW. 2.1.2 Review Inmarsats proposal with a view to identifying the preferred solution for updating the Inmarsat System Definition Manual (SDM) as well as to establish a timeline for updating the existing SafetyNET terminals to allow receipt of MSI within the new NAVAREAs, including the current coverage gaps elsewhere in the world. The CG reviewed Inmarsats proposals for updating the Inmarsat System Definition Manual (SDM). The CG recognized that some Inmarsat C models are limited to the existing 16 Areas and will not be able to address the new NAVAREAs/METAREAs (XVII, XVIII, XIX, XX and XXI). Additionally, some terminals which remain in service are no longer supported by the manufacturer and will not receive software / firmware updates. Taking these factors into consideration, the CG recommends the use of rectangular addressing for providing Arctic MSI services as the preferred solution until the modification and inclusion of all arctic boundary limits can be incorporated into the SDM and thus recognized by all Inmarsat C models. This procedure has the agreement of IHO and WMO and can be implemented immediately. It should be noted that all NAVAREAs/METAREAs remain as defined by IMO, the changes referred to above only relate to the software / firmware in Inmarsat C and mini-C maritime mobile terminals. Manufacturers have indicated that a revised software / firmware release for some models could be available by the end of 2009 if all changes for the EGC SafetyNET matrix are agreed by April 2009. Inmarsat has submitted a draft revised matrix to IMSO, IHO and WMO for review and consideration. With the recommendation for the use of rectangular addressing, the CG discussed the need for an overlap zone between the new Arctic NAVAREAS in order to ensure that ships received relevant information prior to arrival in the area. It was agreed to that the overlap zone should be approximately 300 miles. In order for the overlap coverage to be consistent for each Arctic NAVAREA, it was agreed that the IHO CPRNW would work with the CG and Inmarsat to determine the necessary rectangular addressing boundary limits for each of the Arctic NAVAREAs. At this time, these discussions are still in progress. The CG notes that the use of these proposed rectangular area addressing limits that include an overlap into adjacent NAVAREAs will not change or increase Arctic NAVAREA Coordinators message traffic or operational requirements and responsibilities. Arctic NAVAREA Coordinators will still direct and control the broadcast of all NAVAREA warnings within their respective NAVAREA(s). Arctic NAVAREA Coordinators will only be responsible for issuing navigational warnings that fall within the IMO approved boundary limits for their respective NAVAREA(s). The implementation of these overlapping rectangular area addressing limits is meant to ensure that navigational warnings are received by ships prior to entering the NAVAREA, as they can within the existing framework of the NAVAREA structure today. Determine the implementation timeline for full Arctic MSI services? The CG discussed the implementation timeline for full Arctic MSI services and recommends that the Operational Status shall be declared simultaneously for all Arctic METAREAs/NAVAREAs. This prevents any disruption in MSI services and ensures mariners can receive MSI through a complete and coordinated process. The CG suggests that a live testing period would be necessary to ensure appropriate training, policies and procedures are in place and working, prior to the full implementation timeline. The CG recommends a timeline for live testing to be in the 2009 and 2010 timeframe, with a milestone goal of Full Operational Status being declared at COMSAR15 in 2011. The CG considered that this event would be a significant milestone in the delivery of MSI worldwide and was worthy of major IMO, IHO and WMO celebration. These recommendations are supported by the IHO CPRNW. 2.1.4 Determination of the training, assistance, and support necessary to achieve full operational capability of Arctic MSI services as requested by the relevant Administrations and Data Providers. The CG notes that assistance from the IHO CPRNW will be required in the terms of providing training and technical support. The CG via the IHO CPRNW asked NAVAREA Coordinators for their cooperation in this effort and to provide support if requested. Based on Canadas and Norways request for the IHO CPRNW support, the IHO CPRNW with assistance from the US NAVAREA IV and XII Coordinator and the UK NAVAREA I Coordinator will hold a training and technical support session sometime midyear 2009, at a location to be determined. The NAVAREA IV and XII Coordinator continues to support Canadas operations office as requested. Similarly, the UK NAVAREA I Coordinator has been assisting Norway with their technical support questions as requested. Both the Canadian and Norwegian NAVAREA Coordinator attended the Annual Meeting of the IHO CPRNW in Sep 2008 which afforded both countries the opportunity to directly engage with other NAVAREA authorities, who provided detailed information on the roles and responsibilities of a NAVAREA Coordinator. The Russian Federation have indicated they will not require any training or technical support to achieve operational readiness. The WMO, with assistance from the METAREA Issuing Services represented in the JCOMM/ETMSS, particularly those of METAREAs I and IV, continues to facilitate training and technical support for the new METAREAs Issuing Services, especially in the development of their individual operational plans. In March 2009, the WMO intends to review, during an ad hoc working group on MSI services meeting (including a CPRNW representative), these operational plans and develop guidelines, if required, to assist in the preparation of their implementation plans. 3. CURRENT AND FUTURE WORK 3.1 The IMO considered that it would be necessary to continue with the work of the Joint IMO/IHO/WMO Correspondence Group on Arctic MSI Services and re-established the Correspondence Group with the following terms of reference: 1. monitor the testing of Arctic NAVAREAS/METAREAS including status, infrastructure, monitoring of messages and relationships with information providers (i.e. International Ice Patrol, METAREA Issuing Authorities, Search and Rescue authorities, National administrations and other NAVAREA Coordinators); 2. facilitate the coordination of transmissions on the NAVTEX frequencies of 518 kHz, 490 kHz and 4209.5 kHz through the NAVTEX Coordinating Panel; 3. facilitate the coordination of transmissions of SafetyNET messages through the International SafetyNET Panel, including identification of prospective Service Providers; 4. determine NAVAREA/METAREA overlap zone limits in the use of rectangular area addressing for SafetyNET; 5. develop Arctic NAVAREA/METAREA/NAVTEX coverage diagram including service areas and times of transmission; 6. monitor Inmarsats progress on updating the System Definition Manual; and 7. monitor the status of training, assistance and support to achieve operational capability of Arctic MSI services, and 8. report to COMSAR14. _____________     MSI/Doc. 4.1, p.
