Rapporteur for the meeting: Background information Funding for IODE comes from two sources: the UNESCO regular programme (RP). During the current UNESCO biennium (2020-2021) funding was USD117,000/year. Due to the Covid19 pandemic expenditure was lower than planned in 2020 leaving approx. USD185,000 for 2021. Funding in the next biennium (2022-2023) is uncertain. Most probably funding will be less than during the 2020-2021 biennium and for this reason two scenarios are proposed: one based on the current budget of USD117,000 and one reduced by 35%, i.e. USD75,000. It is noted that the UNESCO RP allocation to IOC is decided upon by the UNESCO Governing Bodies (Executive Board and General Conference). More definite information may be available by 20 April. Extra budgetary (EB) sources. In the case of IODE this is further sub-divided in three types: Funds obtained through the Flanders-UNESCO Trust Fund for Science (FUST) which funds three projects (2020-2023): Ocean InfoHub, OceanTeacher Global Academy Phase 2 and PACMan. These are earmarked funds and can only be used for these projects. Funds provided by the Government of Flanders (Kingdom of Belgium), through the Fanders Marine Institute (VLIZ) for the IOC Project Office for IODE. These are used to cover the staff cost of three staff and USD150,000/year are provided for programme activities (focus on training and meeting events in Oostende) for 2021 and 2022. Funds from other EB sources. All approved IODE projects must complete the IODE Annual Project Report Form which is submitted annually for evaluation by the IODE-MG Executive. The Annual Report includes a section on the proposed work plan and budget which is completed for reports submitted prior to the IODE Committee session. The IODE Management Group met 12-14 January 2021 and reviewed the funding requests from projects. The MG noted that the available RP funds would not cover the requests form the projects and decided to establish a pre-IODE-XXVI working group for work plan and budget to review the cost estimates and to prepare a work plan and budget that fits within the available expected revenue. The Management Group further requested the working group to provide a working document for submission to IODE-XXVI. Objectives of the meeting The objective of the meeting is to prepare a draft workplan and budget for the 2021-2022 intersessional period to be submitted to the IODE Committee meeting in April. The Group will summarise the financial requests of the IODE projects and propose prioritization of the requests, taking into account possible budget cuts when preparing the draft work plan and budget for the next inter-sessional period. The Group will work on the basis of a budget from the UNESCO Regular Programme for 2021 of USD185,000 and two scenarios for 2022 of USD117,000 and USD75,000 respectively. A draft budget spreadsheet will be provided that will be a starting point for discussions. Text for the Action Paper The Chair of the pre-committee working group on programme and budget, Mr Reed, introduced the proposed work plan and budget which was based on the expected financial resources (UNESCO RP, Flanders financial contribution to the IOC project office for IODE). The working group also took into account funding from other extra-budgetary projects to the extent that these projects can be linked to other IODE projects. He explained that the funding provided to IODE from the UNESCO regular programme was split into USD117,000 for 2021 and USD117,000 for 2022. A balance of approx. USD68,000 from the 2020 budget was carried forward to 2021 giving USD185,000. It is expected the IOC Assembly will reduce the IODE budget for 2022 by 35% leaving around USD75,000. Mr Reed recalled that the funding for IODE comes mainly from two sources, (i) the UNESCO regular programme (RP) and (ii) extra budgetary (EB) sources. The majority of EB funds come from the Government of Flanders (Kingdom of Belgium) which funds the Flanders-UNESCO Trust Fund for Science (FUST) and the UNESCO/IOC Project Office for IODE in Oostende. He recalled further that the funds from Flanders can be used only for activities carried out in Oostende.
