In this context, let me reiterate my support for the Decade, which will be critical in filling the significant remaining gaps in our knowledge of the ocean and identifying scientific solutions to human induced problems. The Decade will constitute a serious asset to the implementation of SDG14. I would like also to seize the opportunity, of my presence today with you, to pay a special tribute to the IOC and its Members for the tremendous role in the promotion of marine science and technology and for contributing towards more informed decision-making on a broad range of oceans and marine resources issues. IOC played a critical role in making sure that ocean is included in the major frameworks, in particular the 2030 development Agenda. SDG14 is humanitys only universally agreed measure to conserve and sustainably manage the resources of the Ocean. The world ocean and the related SDG 14 are central to the 2030 Agenda. The promotion of economic growth, social inclusion and livelihoods, while preserving environmental sustainability and the health of Ocean should be at the heart of all strategies and activities to exploit resources. The Ocean Conference had generated great momentum for SDG 14 implementation and this should not be allowed to slow down. The Conference shows that the great mass of humanity and the governments that lead us are united behind the 2030 Development Agenda and the Paris Climate Agreement. Combatting climate change and restoring the health of our Ocean are two sides of the same coin. As we speak, the registry of voluntary commitments, which constitutes one of the main outcomes of The Ocean Conference, reached 1389 commitments submitted by Governments, UN system, private sector and other stakeholders, building on best efforts and expertise, which shows is a clear determination to act decisively, to mobilise the necessary commitments to realize all 10 targets of SDG14. We must ensure appropriate follow up to these initiatives and bold actions in order to manage human activities affecting our ocean, within an effective, coherent and comprehensive approach involving all sectors and stakeholders, with the aim to use sustainably ocean resources to the benefit of economies without prejudice to the environment and the interests of future generations. The Conference highlighted also the need for an effective follow up in order to ensure that all nations are working together to meet their SDG14 implementation obligations. To help guide our collective efforts, Portugal and Kenya made an offer to host a follow-up UN Ocean Conference in 2020. We need to ensure an effective coordination and synergy between this upcoming Conference and the Ocean Decade, within the broader context of the UN efforts to implement SDG14. The UN system needs to play its role and coordinate with focal points on these actions and voluntary commitments. In this context, many Member States made a call to galvanize efforts to support SDG14 implementation and ensure coordinated and concerted effort, at the UN level, to conserve and sustainably use the oceans, seas and marine resources for sustainable development Next week, the General Assembly will endorse the Call for Action, which is the intergovernmentally negotiated outcome of the Conference. Through this document, governments decided to lay out the ground for an ambitious roadmap that ensures an integrated approach of SDG 14, by examining interlinkages and impacts with other SDGs and related targets. The Call For Action recognizes the critical role of science in its paragraph 10 that states: We stress the importance of enhancing understanding of the health and role of our ocean and the stressors on its ecosystems, including through assessments on the state of the ocean, based on science and on traditional knowledge systems. We also stress the need to further increase marine scientific research to inform and support decision-making, and to promote knowledge hubs and networks to enhance the sharing of scientific data, best practices and know-how. The HLPF, which is the platform for follow-up and review of the 2030 Agenda for Sustainable Development and the Sustainable Development Goals, plans also to review SDG14 at its upcoming session scheduled from 10 to 19 July in New York. The work is not over and we must continue to act fast. We must hold ourselves to account and expect to be held to account by others.
