ACTION PROPOSED The Group is invited to: note the information contained in this document as appropriate; provide any additional feedback to the Co-Presidents to bring to the WMO and IOC Executive Councils. ______________________ DISCUSSION WMO EC-64 (25 June 3 July 2012) The Session followed shortly after a very successful JCOMM-4 and the first time newly elected Meteorology Co-President attending the entire session. It was a steep learning curve while a lot of interventions were not made mainly due to the fact there was considerable lack of time to prepare the EC, since Co-Presidents were elected at JCOMM-4. Side meetings were also attended while informal meetings with Presidents of other commissions were held to improve collaboration between commissions and or to improve on those cross cutting teams already established especially JCOMM involvement to ETCCDI. This session was followed by a meeting between Presidents of Technical WMO technical commissions (TCs, 14-15 January 2013, Geneva) and regional associations (RAs). This meeting also provided an opportunity to the Meteorology Co-President to get familiar with the expectations and working arrangements of WMO while during this special meeting a lot on emphasis was on strengthening the working relationship between TCs and RA. During the EC session the following points were highlighted and shared with participants as approved by JCOMM-4. Services & Forecast Systems Significant advancements have been made in global ocean forecasting, SST analyses, Waves, currents and so on - which includes the verification and evaluation thereof. Technical support has been strengthened with regards to coastal services and disaster risk reduction, which includes guidelines for storm surge forecasting and recently coastal inundation forecasting. Marine safety remains a core JCOMM mandates for services, with 5 new METAREAS established in the Arctic, with full meteorological and sea ice services delivered through e-Navigation technology. SFSPA Priority and Challenges The Commission recognized the GFCS implementation is the programmatic priority of WMO, therefore contributing to GFCS implementation for marine and coastal communities should be a high priority for the intersessional period. In the meantime, the Commission should continue fulfilling the Commissions core mandates; It was agreed that JCOMM should identify and highlight ongoing activities that are directly relevant to / contributing to the GFCS implementation and enhance its support to them during the intersessional period. Priority activities for SFSPA were endorsed by the commission while the Expert Teams were requested to update and document their workplans and implement them in a seamless manner. Under Operational Ocean Forecasting Systems and Services Continue implementing operational ocean forecasting services for daily to seasonal time scales, including developing performance metrics and coordinating data management and dissemination standards through close collaboration with DMPA and CBS For DRR in Coastal Zones Continue supporting Members / Member States to develop and implement the regional sub-projects of the Coastal Inundation FDP. This work further aims to provide advice for regional and national forecast/warning systems for coastal meteorological / oceanographic hazards For Safety-related Marine Meteorological Services Continue supporting Maritime Safety Information Services (with IMO and IHO) including ice navigation services and information on complex sea states, and enhance Electronic Chart Display Information System and other display methods for met-ocean safety information, under the agreed scheme for IMO e-Navigation JCOMM Coordination for integrated ocean Observations Programme Area The schematic diagram was shared with participants and clearly indicates the many components to the integrated in situ ocean observing system coordinated through JCOMM and with the ocean satellite network. The initial system design, as adopted by JCOMM, is for GCOS implementation; nevertheless, in meeting climate goals the system also satisfies other societal needs, as well as providing the ocean contribution to WIGOS. The system has now been updated with the new GCOS implementation plan and the results of OceanObs'09, which recommended that the initial system be completed by 2015 and expanded to include a multi-disciplinary approach. Observations: Priority and Challenges It was mentioned that the Commission noted its potential role in the emergence of Africa in the domains of MM&O, through the development of synoptic observations. It recognized that Africa is ready to face a number of challenges to human security through marine scientific research, and recognized the ambition of young African researchers wishing to work in oceanography and marine meteorology. For the Observations Programme Area (OPA) the priorities include: Contribute to WIGOS Implementation; Recruit additional Members / Member States, institutions and agencies, in a way that allows their activities to progress on their own priorities and to contribute to the global observing effort; Through JCOMMOPS develop synergies between observing systems to exploit joint deployment opportunities, and to foster a common approach to sensor development and best practices; Through pilot projects roll out new platforms, sensors and technologies that will become routine components of the observing network; continue CD activities and training workshops, that will assist developing countries to better use ocean products and to participate fully in the global observing effort; encourage identification and implementation of observing standards and best practices, with particular focus on developing countries, including through encouraging JCOMM members to offer new Regional Marine Instrumentation Centre facilities Data Management Programme Area It was shared with the commission that the DMPA undertakes essential tasks in ensuring the quality control, archival and delivery of all marine and ocean data to the WIS and to users, the development and implementation of standards and best practices in ocean data management, and the maintenance and modernization of the marine climatological data management and services process. We further introduced the vision developed by the DMPA for a modernized and enhanced marine climate data flow over the coming decade. This system will address GFCS requirements, will be interoperable with the WIS and will contribute to the WIGOS implementation. JCOMM also contributes to WIS and WIGOS by the development of the IODE Ocean Data Portal (ODP) and by making ODP interoperable with the WIS, work that has been implemented under the JCOMM WIGOS Pilot Project. JCOMM and IODE have established the Ocean Data Standards process to manage the development of standards and to address issues such as instrument best practices, quality control procedures and data collection and exchange formats. Next actions include linking of ODP with other data systems and making them interoperable with the WIS. Data Management: Priority and Challenges Continue to adopt standards/best practices for use by the MM&O community through the IODE-JCOMM Ocean Data Standards Process; Assist in the further development of the IODE Ocean Data Portal, its linkages with other ocean data systems, its interoperability with the WIS, and its capacity development activities to ensure full participation of Members/Member States; Develop a strategy and implementation plan for achieving a vision for a new Marine Climate Data System (MCDS) Cross-Cutting Issues and Challenges Important work areas for JCOMM, which cut across all the Programme Areas, are capacity development and the Quality Management Framework. Here, major issues and priorities for the future include CB linked to the development of effective training material Leverage on the successful implementation of a QMS at several advanced Services to expand the QMF/QMS approach in NMHSs in developing Members / Member States through training and pilot demonstrations; Support training for operational ocean forecasting; Continue supporting the Storm Surge Watch Scheme, including training workshops on storm surge and wave forecasting; Continue supporting and harmonizing sea-ice related training Last but not least Development of competency requirements in marine meteorology and oceanography, linked to QMS Lessons from the past & New Challenges We now need to think how we can engage more countries / partners especially Africa. We need to ensure that JCOMM engages not only a handful of countries which have existing capabilities, but we also urge all Members to recognize how they might benefit with ocean coordination wrt marine meteorological services. Participation becomes the key to all of us. Co-President (met) Contribution to WMO and JCOMM processes Inputs were provided to the following documents which is currently under review and or where inputs were requested; In capacity as vice chair to DBCP updated the operating principles of the DBCP while as JCOMM Co-P adopted the DBCP Terms of Reference from JCOMM while attending the DBCP and JTA sessions in Freemantle kindly hosted by the Bureau of Meteorology and our host the former Co-President Dr Peter Dexter. Update of Cook book Marine Meteorological and Oceanographic aspects to the Strategy for African Ministerial Conference on Meteorology. WMO Task Team on GFCS Dr Peter Dexter nominated to serve on this Task Team JCOMM provided a document to the President of WMO who asked all the Commission Presidents to describe their Commissions six years from now when the Global Framework for Climate Services (GFCS) is up and running. Providing JCOMM perspectives for Improving interaction between WMO RAs and TCs Input to WMO Strategy and Operating Plan, with a lot of assistance from Dr Peter Dexter and the secretariat Review and providing input to WMO Guide to Meteorological Instruments and Methods of Observation review and approval for the updated WMO8 Part II Chapter 4 Section 4.2. Work directly organised by the Co-President (ocean) and JCOMM collaborators 1. TT on Satellites Following recommendations from the JCOMM Board meeting, the Terms of Reference for the Cross cutting Task Team on Satellite Data Requirements were prepared by Mr. E. Charpentier, commented by the Co-president. The search for the Co-Chairs was initiated by the Co-president. Work is still on-going to formalize the group and the Co-Chairs. 2. TT on WIGOS implementation Through discussion with several components of the JCOMM Programme Areas, a JCOMM Cross cutting Task Team for Integrated Oceanographic Services for WIGOS and WIS was defined by Co-president and circulated to an initial list of JCOMM interested experts. The main goal of this TT is to structure the insertion of the relevant oceanographic infrastructures (NODC, GDACs, GRA, Oceanographic forecasting services, etc.) in WIGOS. First meeting of the interim GOOS Steering Committee, Paris, June 21-22, 2012. The Co-President represented JCOMM at the first GOOS Steering Committee meeting. Among other issues, Co-president discussed the importance of GOOS Regional Alliance infrastructure in JCOMM. 2. JCOMM Management Board meeting, January 2013 The meeting examined in details the JCOMM Programme Areas work plans agreeing on actions to be undertaken to clarify and streamline their actions, in particular evidentiate and concentrate on planned deliverables. 3. SFSPA coordinating group meeting, March 5-7, 2013, Tokyo The meeting examined in depth all the activities of the SFSPA area and the workplan was found to be very well streamlined and structured with precise deliverables. A JCOMM strategy key issues presentation was delivered by Co-president at the meeting. Improving Observations During the visit of the Lady Amber in Cape Town the Captain and crew were visited by the Co-President (met), thanking them for all the deployments and encouraging them to continue during a great job for the international community Priorities (met) Despite the JCOMM priorities which needs to be addressed there a couple of priorities which I think needs urgent attention: Reporting by Programme coordinators Succession Planning GFCS Capacity Building Update of JCOMM Strategy Overall vision on JCOMM developments during the present intersessional period (ocean) Within the limits of the JCOMM Strategy Plan defined and approved at JCOMM-4, the Co-president outlined some critical activities that should be the focus of PA and TT during the present intersessional period. Schematically they are: Make progress in the links in data management of Real Time data streams ( Delayed Mode Data Streams ( the Services (short term forecasts and climate)( WIGOS/WIS, Enhance Capacity building activities and themes in collaboration and with the sponsorship of external donors/funding agencies, Develop the contribution of JCOMM to Climate services: issues of concern could be the quality standards and dissemination protocols of re-analyses and long Q/C obs data streams (through WIS?), and Carry out the external review of JCOMM organization and activities.
