OCG priority activities The Fourth Session of JCOMM (JCOMM-4, May 2012, Yeosu, Republic of Korea) called on the OPA to proactively engage and establish dialogue with requirements-setters to set realistic priorities; recruit additional Members / Member States as well as ocean observing communities and industry fora to contribute to the observing system; develop pilot projects for new sensors and synergies between observing system elements; continue capacity development activities; and encourage and document observing and data management standards and best practices. JCOMM-4 also made specific requests to support GO-SHIP and continue dialogue with other ship-based activities such as those associated with the World Ocean Council. Progress has been made on the combined JCOMM, GOOS SC, and IODE effort to improve interoperability and consistent data management for all OCG observing networks, including real-time quality control, metadata collection, and climate quality archive issues, Bob Keeley is assessing the current system and making recommendations, taking into account existing community data; SOT members are requested to reply to his queries. Metrics to clearly measure progress are important to sustaining an integrated observing system, and are automatically being incorporated into the JCOMM Observing System Monitoring Center (OSMC). The GOCS-IP and the Framework for Ocean Observations (the basis for GOOS) is variable-based (Essential Climate and Ocean Variables), with each ECV/EOV being measured by a complementary suite of observing networks. OCG has a strong contribution to make as the negotiating space between the contribution of the integrated networks and different requirements. With OOPC, the OCG is working to define system-wide requirements (e.g., with planned reviews on Tropical Basins and boundary currents) and a consistent reporting mechanism to combine the information across the observing platforms. The global system has just started to decrease after maintaining about 62% complete for several years, as measured against the implementation targets. Additional resources will be necessary to advance system-wide implementation in deployment of data buoys, profiling floats, tide gauge stations, ship-based systems and other platforms such as gliders. Much of current support is from research funds, and it is critical that the research and the operational communities work together to help guide, justify and resource the observing systems that are best fit-for-purpose in the future. To foster support from and synergies with the shipping industry, OCG is participating in a just-established steering committee with the World Ocean Council for their Smart Ocean/Smart Industries initiative. It is hoped that this work will expand voluntary observations with commercial shipping as well as other offshore platforms. JCOMMOPS A key element of OCG work is the technical support from the JCOMM in situ Observations Programme Support Centre (JCOMMOPS). OCG will continue to work on the JCOMMOPS strategy to solidify funding, guide technical integration across the networks by the technical coordinators, and work with the secretariat on transition plans from to Brest. While financial support for JCOMMOPS remained fragile and fragmentary, the establishment of a pilot project that combines the technical coordinator function with activities dedicated to securing and coordinating vessels for deployment was considered a significant achievement. Mr Martin Kramp (JCOMMOPS) arrived at JCOMMOPS in February 2013, and is warmly welcomed in this capacity; Mr Mathieu Belbeoch (JCOMMOPS) is highly commended for his tireless pursuit to both make this happen and for his support to JCOMMOPS. Additional contributions are necessary to continue this work (more discussion under agenda item 3.1.1). Cross JCOMM activities JCOMM OCG and DMCG are working with the GOOS SC and IODE to improve interoperability and consistent data management for all OCG observing networks, including real-time quality control, metadata collection, and climate quality archive issues. This is being galvanized by Bob Keeley who is assessing the current system and making recommendations, taking into account existing community data (see agenda item 3.2.6 for more discussion). A key focus of OCG is to strengthen connections between the research and operational meteorological and oceanographic communities, and to more fully engage and negotiate requirements and well as justification and advocacy and resourcing from these user communities. Integrated products and services will be increasingly important for this to advance. It is also critical that science goals be seen to help drive the implementation of the operational programs. A pilot project has started with ETOOFS to strengthen and expand this common case. The OCG networks will contribute to the work of the proposed Task Team on Satellite Data Requirements (see agenda item 3.2.1). OCG contribution to GCFS OCG core activity of sustaining an integrated in situ ocean observing system directly supports the Global Framework for Climate Services (GFCS see Appendix and further discussion under agenda item 4.2).
