N:   Limited distribution IOC/IODE-Off-2012/item6 30 January 2012 Original: English INTERGOVERNMENTAL OCEANOGRAPHIC COMMISSION (of UNESCO) 2012 Session of the IODE Officers Meeting By video conference between 30 January 2 February 2012 Strategic Issues (Agenda Item 7) [Greg Reed] IOC Strategic Plan for Oceanographic Data and Information Exchange The IOC Strategic Plan ((2008-2011) was adopted by the twenty-fourth Session of the IOC Assembly (19-28 June 2007) through Resolution XXIV-9. The major elements of the Strategy are: Adherence to the IOC Oceanographic Data Exchange Policy; Governance by a management committee, aided by a technical task team, supported by data and information coordination units; A permanent long-term data archiving centre for all data, which operates to agreed standards; Recommended best practice for quality control, documented and made easily accessible and available; Acceptance and implementation of a set of interoperability arrangements, including technical specifications for collecting, processing, storing, and disseminating shared data, metadata and products; Interoperability between the different end-to-end systems for IOC data and with other systems (e.g. GEOSS, International Council for Science (ICSU), International Council for the Exploration of the Sea (ICES), Census of Marine Life (CoML)/Ocean Biogeographic Information System (OBIS), US Integrated Ocean Observing System Data Management and Communications (IOOS DMAC) system, SeaDataNet, etc.) through the use of service oriented architecture; To continue to develop Ocean Data and Information Networks (ODINs) backed up by OceanTeacher as a capacity building tool, whilst extending OceanTeacher through cooperation with WMO, JCOMM and others as appropriate; Development of appropriate metrics to help evaluate the data and information system; Facilitation of proper citation of data sets by providing all the required elements of a citation including an unambiguous, unchanging reference. An inter-sessional working group has been established to update the Strategic Plan (2012-2015). The new Strategic Plan will is will include the description of a new IODE quality management framework and its linkages with other systems, including membership of the ICSU WDS and will include more MIM elements. The IWG will meet 1-2 March 2012. IODE Quality Management Framework (IODE-QMF) At its last two sessions (IODE-XX, 2009 and IODE-XXI, 2011), the IODE Committee has discussed the need to establish a quality management framework to ensure that NODCs are established and operate according to defined principles, including adherence to agreed standards and the requirements of the IOC Oceanographic Data Exchange Policy. Accreditation of data centres, based on relevant criteria that can be translated into quantitative indicators, will ensure NODCs are able to provide quality data to meet the requirements of a broad community of users. The transition to the new ICSU World Data System (WDS) will create an opportunity for IODE to collaborate with ICSU to become part of the new system. IODE accreditation for a NODC will ensure the WDS certification requirements are met. IODE-XXI established an inter-sessional working group that will identify a set of quality management criteria for IODE NODCs taking into account those defined for the WDS. The IODE Quality Management Framework (IODE-QMF) provides overall strategy, advice and guidance for NODCs to design and implement quality management systems for the successful delivery of oceanographic and related data, products and services by NODCs. The main objectives of the IODE-QMF are: Initiate and review existing Standards, Manuals and Guides with respect to the inclusion of quality management procedures and practices Offer assistance to NODCs in establishing organizational quality management systems Promote accreditation of NODCs according to agreed criteria Provide regular feed-back to the IODE Committee. The IODE-QMF will address the implementation of quality management systems by its NODCs and provide the mechanism whereby NODC can be accredited. The draft document IODE Quality Management Framework for NODCs, prepared by the intersessional working group, outlines the IODE-QMF that will address the implementation of quality management systems to ensure NODCs can demonstrate their capabilities to provide data and services in compliance with established standards and responsibilities that will lead to accreditation. The document recommends the accreditation criteria to that must be met by NODCs. IODE accreditation for a NODC will ensure the WDS certification requirements are met so that NODCs accredited by IODE will also be accredited as a component of the WDS. The document recommends be two levels of categorization for an NODC: Accredited NODC. NODCs that have met the accreditation requirements Candidate NODC. NODCs that are working towards accreditation The category of Designated National Agency (DNA) will be withdrawn. IODE will establish accreditation procedures to govern the process by which NODC can seek formal accreditation. The IODE committee should set up a Steering Group for the IODE Quality Management Framework (SG-QMF) which will be responsible for the IODE-QMF, including the assessment of accreditation applications from NODCs. Once accredited, the capability and performance of a NODC will be reviewed by the SG-QMF. This review will be conducted every three to five years. If it is found that compliance to the accreditation requirement has not been met the accreditation of the NODC may be withdrawn.
