ACTION PROPOSED The Group is invited to: Take note of the information for the relevant discussion and for the deliberation on input to JCOMM-IV; Provide guidance on the Commissions intersessional workplans to enhance its activity in this area. ______________________ References: HYPERLINK "http://www.jcomm.info/components/com_oe/oe.php?task=download&id=14245&version=1.0&lang=1&format=1"Final Report of the 9th session of the JCOMM Management Committee (JCOMM-MR-88) DISCUSSION Background information Summary report of activities and achievements since JCOMM-III 1 Expansion of the GMDSS in the Arctic Ocean (action #28 complete, action #20 complete, action #24 complete ?) - Recognizing the increased use in the Arctic region by the marine community, the IMO decided to expand the GMDSS into the whole Arctic Ocean, enhancing a proposal submitted by the Russian Federation. It therefore established (IMO/COMSAR-10, London, March 2006) a joint IMO/IHO/WMO Correspondence Group (CG) on Arctic Maritime Safety Information (MSI) services to address this issue. 5 new NAV/METAREAs have been defined. Canada (METAREAs XVII & XVIII), Norway (METAREA XIX) and the Russian Federation (METAREAs XX & XXI) offered to act as the new Issuing Services for these new areas. The Expert Team on Maritime Safety Services (ETMSS) has been active in this joint IMO/IHO/WMO Correspondence Group in ensuring that all relevant issues for the METAREA Issuing Services are properly addressed. In addition, the focal points for METAREAs I (UK Met Office), II (Mto-France) and IV (NOAA/NWS) also agreed to provide assistance to the new METAREA Issuing Services in developing their operating plans for the implementation of the GMDSS in the Arctic areas. The Maritime Safety Services Enhancement (MSSE) Workshop that took place in Melbourne, Australia in May 2010 noted the progress being made by all three Issuing Services with a target June 2011 implementation date likely to be met. Extended testing of GMDSS broadcasts, the Initial Operational Capability (IOC), started in July 2010 and a WMO/IHO General Arctic Announcement had been broadcasted by Inmarsat to inform mariners of this IOC, with a transition to Full Operational Capability (FOC) on 1st June 2011. The remaining common issues across the Arctic METAREAs noted during the MSSE Workshop were considered during the third session of ETMSS that took place from 4th to 8th October 2010 in St Petersburg, Russian Federation. In addition, the JCOMM Expert Team on Sea Ice (ETSI) made also a significant progress towards interoperability of the ice services and development of the GMDSS polar component during its fourth session in March 2010 (JCOMM Meeting Report No.74), by preparing a list of recommendations and specifications, including a common definition of ice edge, a set of rules for its description in GMDSS MSI (SafetyNET and NAVTEX) and procedures to ensure cross-area coordination and consistency of GMDSS mandatory sea ice information across the Arctic Metareas. When formally adopted, the joint IMO/IHO/WMO documentation will be updated as appropriate. The aim of Full Operational Status being declared at COMSAR 15 in March 2011 was reached. The WMO Secretary-General attended the celebration organized to mark this significant milestone in the delivery of MSI worldwide. The provision of GMDSS Met-ocean MSI is operational since 1st June 2011 for the 5 Arctic METAREAs. The related MSI are available on the JCOMM GMDSS website (HYPERLINK "http://weather.gmdss.org"http://weather.gmdss.org). 2 Update of the joint IMO/IHO/WMO Documentation - ETMSS experts have participated in several International Maritime Organization (IMO) and International Hydrographic Organization (IHO) meetings to revise relevant regulatory publications and IMO Resolutions. ETMSS has reinforced its cooperation with the IHO World-Wide Navigational Warning Service Sub-Committee (IHO/WWNWS) and its Document Review Working Group, whose results are as follows: IMO Resolutions A705(17) on Promulgation of Maritime Safety Information (HYPERLINK "http://www.iho-ohi.net/mtg_docs/International_Organizations/IMO/MSC1-Circ-1287.pdf"http://www.iho-ohi.net/mtg_docs/International_Organizations/IMO/MSC1-Circ-1287.pdf) and A706(17) on the IMO/IHO World-Wide Navigational Warning Service (HYPERLINK "http://www.iho-ohi.net/mtg_docs/International_Organizations/IMO/MSC1-Circ-1288.pdf"http://www.iho-ohi.net/mtg_docs/International_Organizations/IMO/MSC1-Circ-1288.pdf), were updated. Those Resolutions, endorsed by the WMO Executive Council, were submitted to IMO/COMSAR-12 in April 2008 and adopted by IMO/MSC-85 in November/ December2008, and have entered into force on January 2010; A new version of the joint IMO/IHO/WMO Manual on Maritime Safety Information (MSI), containing an updated section on met-ocean MSI including the new METAREA map, was produced. This new version was endorsed by WMO and IHO in October 2008, and was subsequently submitted to COMSAR-13 and adopted by IMO/MSC-86 in May/June 2009. It has entered into force on January 2011 (HYPERLINK "http://www.iho-ohi.net/mtg_docs/International_Organizations/IMO/MSC_Circ1310.pdf"http://www.iho-ohi.net/mtg_docs/International_Organizations/IMO/MSC_Circ1310.pdf); A new version of the International SafetyNET Manual was finalized at the first session of the IHO/WWNWS, in August 2009. This new version was submitted to IHO Committee, WMO Executive Council and IMO/COMSAR for approval and subsequently adoption by IMO/MSC in 2010 (MSC Circ. 1364). It will enter into force on January 2012 (HYPERLINK "http://www.iho-ohi.net/mtg_docs/International_Organizations/IMO/MSC_Circ1364.pdf"http://www.iho-ohi.net/mtg_docs/International_Organizations/IMO/MSC_Circ1364.pdf); A new version of the International NAVTEX Manual was finalized in 2010. This new version was approved by IMO/COMSAR in March 2011 and adopted by IMO/MSC in May 2011 and issued as MSC.1/Circ.1403. It will enter into force in January 2013 (HYPERLINK "http://www.iho-ohi.net/mtg_docs/International_Organizations/IMO/MSC_Circ1403.pdf"http://www.iho-ohi.net/mtg_docs/International_Organizations/IMO/MSC_Circ1403.pdf); The new specifications for the Inmarsat System Definition Manual, including the new Arctic areas, have been prepared; Following the request by the WMO Executive Council, at its sixty-first session (Geneva, June 2009), an IMO/WMO World-Wide Met-ocean Information and Warning Service (WWMIWS) guideline document was prepared, including Terms of Reference of METAREA Co-ordinators, to complement the existing IMO/IHO World-Wide Navigational Warning Services (WWNWS, IMO Resolution A.706(17)). The WMO Executive Council has adopted the WWMIWS, at its sixty-second session (Geneva, June 2010), and subsequently it has been approved by IMO/COMSAR in March 2011 and endorsed by IMO/MSC in May 2011. This new resolution will be considered for adoption by the IMO Assembly 27 in November 2011. The WMO Secretariat will have to provide, then to keep up-to-date, the list of contacts of all Metarea Co-ordinators, to complete, then maintain, the IMO COMSAR Circular that already includes the list of NAVAREA Co-ordinators. 3 WMO Documentation (action #21 ongoing, action #24 complete ?) - ETMSS has reviewed the Manual on Marine Meteorological Services (WMO-No. 558) and the Guide to Marine Meteorological Services (WMO-No. 471) and proposed amendments, adopted by JCOMM-III and approved by WMO EC 63. As those documents can be considered as ISO documents by NMHS and as WMO n558 is used as a reference in the joint IMO/IHO/WMO documents, it is of major importance to ensure that they are updated appropriately. A complete new edition of the Manual, to incorporate all amendments adopted over the past decade, but also to correct noted anomalies, errors and inconsistencies, has been prepared with the WMO Secretariat. 4 The JCOMM GMDSS-Weather Website (action #35 ongoing) - The JCOMM GMDSS-Weather Website (HYPERLINK "http://weather.gmdss.org"http://weather.gmdss.org) continues to provide access, in complement to the official dissemination channels, to the official Maritime Safety Information prepared by NMHS, including the METAREA Issuing Services, for the GMDSS. Mto-France has been managing and hosting this website, which has been in operation for 7 years. This website, which makes available now the GMDSS MSI for Arctic areas, includes: Met-ocean MSI prepared for SafetyNET dissemination (high seas); A part of Met-ocean MSI prepared for International NAVTEX dissemination. A number of NAVTEX bulletins are already available online (e.g., METAREAs I, II, III, IV and XI), but some of them still need to be added. The NMHS preparing Met-ocean MSI for International NAVTEX are urged, if not already done, to ensure their NAVTEX products are available on the GTS and to provide Meteo-France with the ad-hoc metadata (including GTS headers); A specific page gathering the available links to the NAVAREA Websites [see HYPERLINK "http://weather.gmdss.org/navareas.html"http://weather.gmdss.org/navareas.html]. This is the first step of cooperation with IHO towards the joint use of the URL gmdss.org for the provision of both meteorological and navigational warning information Relevant maps showing limits of METAREAs and sub-areas, which are available in publication WMO-No. 9, Volume D Information for Shipping. 5 MPERSS (action #19 complete ?) The MPERSS has been extended to the Arctic Ocean. The MPERSS Website (HYPERLINK "http://www.maes-mperss.org/"http://www.maes-mperss.org/ ) continues to provide access to the official operational contacts and capabilities of the AMOCs. Mto-France has been managing and hosting this website. AMOCs are urged to provide updates, as appropriate, to Mto-France to keep the information up to date. The website has in particular to be updated for Arctic Areas. 6 Quality Management (action #23 complete ?) - In order to ensure the use of best practices and the improvement of value for mariners, JCOMM promotes the implementation of Quality Management Systems (QMS) within the NMS preparing MSI. A QM training, focused on Internal Audit procedures, was provided to Issuing Services by a QM specialist supporting the Australian Bureau of Meteorology during the MSSE Workshop in May 2010. In addition, a first version of a template to be used for self-assessment reports by Issuing Services or METAREA Co-ordinators was reviewed during the MSSE Workshop in May 2010 and the third session of the Team in October 2010. It was proposed that those reports should be sent annually to ETMSS to be able for the Team to keep the WMO contribution to the GMDSS under review and to be able to interact appropriately with IMO and IHO bodies. 7 User feedback - Direct interaction with and feedback from the marine users is required to ensure that services meet their requirements. It is also a requirement for a Quality Management System (QMS). The former Commission for Marine Meteorology (CMM) therefore initiated a Marine Meteorological Services Monitoring (MMSM) programme in 1981. The first survey was conducted in 1985. Subsequent sessions of CMM and JCOMM had reviewed the survey results, reiterated their value to WMO Members and endorsed their continuation. In the meantime, the questionnaire was regularly reviewed and updated by ETs (mainly all SFSPA Teams and SOT). The last questionnaire was also presented to the third session of the IHO/WWNWS in September 2011 for comments. The final questionnaire will be distributed in the coming weeks to ships masters through national PMOs. The use of the online version developed by the WMO Secretariat will be promoted (if feasible also by an information message disseminated through SafetyNET and International NAVTEX) and an appropriate link will be added in the Weather-GMDSS Website. The results of the analysis will be compiled into a report at the beginning of 2012 for presentation and consideration by JCOMM-IV and Members States issuing GMDSS MSI. 8 e-Navigation, graphical information (action #22 ongoing, action #33 complete ?) - Since 1999, ETMSS has been working on the implementation of graphical/numerical Maritime Safety Information (MSI) broadcast within the GMDSS. The WMO Executive Council, at its sixtieth session (Geneva, June 2008) re-emphasized the continuing importance to mariners in receiving graphical products via radio transmissions and requested JCOMM to continue researching methods for transmitting graphical products to marine users. On the other hand, the WMO Executive Council, at its sixty-first session (Geneva, June 2009), encouraged WMO Members to investigate low-cost options for on-demand approaches that are compatible with Electronic Navigation Charts (ENC). In addition, the imminent increase of ENC systems on SOLAS vessels as regulatory material and the emergence of the e-navigation concept within IMO should reinforce the priority given to this requirement and the need to find appropriate resources to develop a suitable service. Both the ETMSS and ETSI have been working on this issue and ETSI has already developed the Sea Ice Objects Catalogue in accordance with IHO standards. The ETMSS has initiated the development of a catalogue on Met-Ocean Object Classes and Attributes, which would be an essential tool to enable NMHSs to develop products specifically for Electronic Navigation Chart Systems, allowing the implementation of software to decode and display met-ocean information by the manufacturers of these systems, using the S-57 and S-100 chart data exchange standards. 9 Status for each SFSPA Priority Projects related to Maritime Safety Action #4a (Updating user requirements for marine wx forecasting) : status ongoing Action #19 (Implement MPERSS in Arctic Ocean) : status complete ? Action #35 (GMDSS website) : status ongoing Workplan and priorities for the next intersessional period 10 Update of the joint IMO/IHO/WMO Documentation - ETMSS experts shall continue to work with IHO/WWNWS and its Documentation Review Working Group to maintain and update as appropriate the joint documentation. In particular, when the IMO/WMO Resolution on the World-Wide Met-ocean Information and Warning Service (WWMIWS) will be in force, the appropriate references to the WWMIWS and to the METAREA Co-ordinators shall be included in the IMO Resolution A705(17) on Promulgation of Maritime Safety Information and in the joint IMO/IHO/WMO Manual on Maritime Safety Information. 11 The JCOMM GMDSS-Weather Website (action # 35 ongoing) - The NMHS preparing Met-ocean MSI for International NAVTEX are urged, if not already done, to ensure their NAVTEX products are available on the GTS and to provide Meteo-France with the ad-hoc metadata (including GTS headers) to complete the Met-ocean GMDSS MSI available in real time on the JCOMM GMDSS-Weather Website (HYPERLINK "http://weather.gmdss.org"http://weather.gmdss.org). 12 Evolution of the GMDSS and improvement of Met-ocean MSI ETMSS should continue to contribute to the Safety at sea in collaboration with JCOMM Ets, appropriate WMO programmes, IMSO, Inmarsat, and the relevant bodies of IMO, IHO. Priorities should be given to : 12.1 Keep under review and contribute to the evolution of the GMDSS, both for the format of MSI (in particular in liaison with e-navigation and ENC systems) and emerging technologies for broadcasting systems. Regarding the format of Met-ocean MSI, in addition to the previous JCOMM request for ETMSS to work on a catalogue on Met-Ocean Object Classes and Attributes similar to the Sea Ice Objects Catalogue developed by ETSI in accordance with IHO standards (action # 22 ongoing), ETMSS should also explore with all Issuing Services the possibility to define more strict format for Met-ocean GMDSS MSI in text form. The GMDSS bulletins could then be decoded and displayed on Electronic Navigation Chart Systems, so used by SOLAS vessels equipped or not with ENC, with no additional transmission costs for WMO Members. It will probably be also the first step considered by IHO for navigational warnings. Regarding the emerging technologies for broadcasting systems, it is important to provide or validate the specifications that could be used by Inmarsat for a future GMDSS system (UNICAST project to use FleetBroadband) and also to consider the potential consequences for transmission costs. It is then important for ETMSS and the Issuing Services to keep under review such kind of project. 12.2 Improve the provision of sea-ice information in (GMDSS) Met-ocean MSI for the Southern Ocean (in association with ETSI) 12.3 Improve the provision of sea state information in (GMDSS) Met-ocean MSI (action # 21 ongoing) (in association with ETWS) Identify and provide guidance for MSI in case of Marine volcanic ash fall hazard Discuss with IHO the need to issue appropriate (navigational) warnings in case of Severe Space Weather events (that may cause problems in telecommunication or positioning systems), and provide the appropriate guidance to the NMHS. 13 MAES activities The lack of resources and the short period between JCOMM-2 and JCOMM-3 have not allowed ETMSS to work significantly on MAES activities during the present inter sessional period. Based on recent accidents (pollution in the Gulf of Mexico, Fukushima accident), needs in case of marine pollution are to be re-considered to put in place the best JCOMM MAES strategy. The objectives of the WMO MPERSS should also be reviewed. Actions should also be put in place for MPERSS to be more integrated with activities or emergency plans coordinated by IMO (Marine Environment Protection and Maritime Safety Committees (MEPC and MSC)) or IAEA. Direct interactions should be organized with such bodies or organizations also to define met-ocean input data requirements for marine pollution monitoring and response, and the meteorological services in support of SAR. Capabilities of NMHS should also be promoted not only for SAR activities, but also for the preparation of navigational warnings (e.g. in case of drifting hazards). For radioactive materials oceanic dispersion, the need of IAEA, at this stage, seems to be focused on the development of dispersion modeling and on the calibration/validation of such models with observations (so more on ETOOFS and OPA activities). But, there may be a need in the future to mimic the WMO Specialized Regional Meteorological Centre concept for weather events, to establish Specialized Oceanic Response Centres. In that case, coordination may be required between Regional Meteorological, Ocean Response and Area Meteorological Oceanographic Centres.
