The document also contains a part of the draft JCOMM-IV document on GFCS, for Groups review, that includes suggestions on JCOMM contribution to the GFCS. Pursuant to relevant decisions of WMO Congress at its 16th session (2011), a GFCS Office has been established within the WMO Secretariat, in order to coordinate the activities of the WMO Secretariat and serve as the point of contact on GFCS matters with Members, the UN system and various stakeholders. This Office would also facilitate the range of activities to support the development of the GFCS draft implementation plan and to prepare the Extraordinary Session of World Meteorological Congress in the last quarter of 2012. A GFCS Implementation Plan is currently being developed: the Executive Council (of WMO) Task Team on GFCS would circulate for review and comments a Zero Order draft of the draft Implementation Plan, including the governance aspects, by mid-February 2012. A First Order Draft for submission to WMO Executive Council would be circulated for review from April to June 2012, in order to finalize the Plan by the end of August 2012 and submit to the Extraordinary Session of the WMO Congress in 2012. JCOMM as a Technical Commission is requested to provide input to and be engaged in the drafting process. The Co-President will organize JCOMM review of and input to a Zero Order draft and thereafter. The Service and Forecast Systems Program Area (SFSPA) has a number of core mandate areas that directly support GFCS. These include maritime weather and sea ice safety information service for the new Arctic Ocean METAREAs, and coastal natural hazard risk reduction through demonstration projects on severe weather and coastal storm surge and inundation forecasting. In addition, oceanographic observation and modeling for weather and climate monitoring and prediction is a core mandate of JCOMM. SFSPAs ocean modeling and forecasting service area through ETOOFS could provide competence in the coordination for ocean component of operational climate forecast systems. It should be noted that JCOMM, particularly through its SFSPA, has a role not only to facilitate engagement of and interaction with the user groups and the entities to JCOMM that are interested in climate services and to facilitate, but also to provide scientific and technical input to the future Climate Services Information System. At the International Workshop on Climate and Oceanic Fisheries (October 2011, Rarotonga, Cook Island) that was jointly sponsored by JCOMM and WMO Technical Commission for Agricultural Meteorology (CAgM), metocean and fishery communities agreed to establish a time-bound task team on Weather, Climate and Fisheries. The work of this Task Team will be the direct contribution to GFCS, primarily made through the work and deliverables of the JCOMM Expert Team on Marine Climatology (ETMC). Upon the progress of the Task Team activities, SFSPA will need to consider it as part of JCOMM services deliverables for GFCS in the future, in collaboration with relevant programmes and bodies as necessary. _____________ Appendix: 1 Draft SFSPA input to JCOMM-IV/Doc 5.4 (Climate Services) The Commission agreed that the Expert Teams of the Services and Forecast Systems Program Area (SFSPA) have a number of core mandates of JCOMM which directly support GFCS. It also noted that JCOMM, as a Technical Commission of WMO and IOC in the application area, has a role to facilitate engagement of and interaction with the users and the entities to JCOMM that are interested in climate services. Arctic met-ocean and sea ice safety information services as a component of GFCS The Commission noted that, as activities in oil and gas exploration, tourism and eventually marine transportation activities grow in the Arctic, adequate marine weather and sea ice safety services would need to overcome major challenges in observation, forecasting and dissemination to meet the service demand. In this context, the Commission noted with satisfaction that five (5) new Arctic Ocean METAREAs became operational to provide Marine Weather Information (MSI) basic information and sea ice safety information to the Global Maritime Distress and Safety system (GMDSS) since July 2011. Based on this development, the Commission therefore agreed that the SFSPA, through the Expert Team on Maritime Safety Services (ETMSS) and Expert Team on Sea Ice (ETSI), would lead JCOMM efforts in developing meteorological and oceanographic information for ice navigation and response to marine environmental accidents in the Arctic Ocean during the next intersessional period (Action). Potential SFSPA projects and recommendations for the next intersessional period were discussed under agenda item 8.3 (Safety-Related Marine Meteorological Services). Reducing coastal natural hazard risks through demonstration and capacity building in storm surge and coastal inundation forecasting The Commission recognized that the Expert Team on Wind wave and Storm surge (ETWS) has long been a leader in providing scientific and technical support for forecasting systems/capability for storm surge prediction and risk reduction. Taking into account increasing risks of coastal communities to natural hazards associated with global sea level rise and coastal storms, the Commission re-emphasized that the improvement of NMHSs capability for storm surge and coastal inundation prediction should be the Commissions priority during the intersessional period (N.B. To further demonstrate the JCOMM/SFSPA priority in contribution to GFCS component of coastal hazard risk reduction, it is recommended that JCOMM-IV rename ETWS to the Expert Team on Waves and Coastal Hazards Forecasting System, ETWCH). The Commission also requested that the ETWCH would lead JCOMM efforts in developing a GFCS component for coastal inundation forecasting and warning, through demonstration projects such as the JCOMM-CHy Coastal Inundation Forecasting Demonstration Project (CIFDP) as well as through continuous work to establish a storm surge climatology by coordinating relevant activities of Members/Member States (Action). Associated plans and recommendations for the intersessional period were discussed under agenda item 8.2 (Support for Disaster Risk Reduction, Particularly in Coastal Zones). The Commission recalled that the Intergovernmental Panel for Climate Change (IPCC) Fourth Assessment Report (AR4) identified surface wind waves as one of the key drivers in the coastal zone, on which further study of projected changes as well as on the influence of sea-level rise and inundation effects were required under future climate scenarios. It also recalled the joint initiative of JCOMM and the World Climate Research Programme (WCRP) for the Coordinated Ocean Wave Climate Projections (COWCLIP), through an expert workshop held at WMO in Geneva, 11-13 April, 2011. The Commission agreed that JCOMM and WCRP would directly contribute to GFCS through the results of coordinated intercomparison on global wave projections between international research groups, and through better understanding uncertainty within the community ensemble of wave climate projections. In this context, the Commission requested the ETWCH to take a lead to this activity, with a view to include wave parameters in greater detail in the IPCC Fifth Assessment Report (AR5) (Action). Ocean observation and modeling in supporting coupled seasonal climate forecasting systems The Commission recalled that a unique characteristic of JCOMM was the ocean aspects in the Commission's core competency, reflected not only in the Commission's ocean observation mandate for broad time scales spanning from weather and seasonal-interannnual climate variability to long term climate change, but also in the Commission's mandate in coordinating operational ocean modelling/forecasting systems. Noting that these two core competency areas and mandates of the JCOMM were also critical elements for operational seasonal climate forecasting, the Commission requested that the SFSPA (through ETOOFS) work with the GODAE Ocean View Science Team (GOVST) as well as the WMO Working Group on Numerical Experimentation (WGNE) to coordinate the development of operational coupled seasonal climate forecast systems, with a focus on the ocean component of the system and applications of ocean observations and standardization of ocean data (Action).
