Opening of the meeting FL opened the meeting as the chair of the MC. All participants briefly introduced themselves. Regrets were noted as above. GH, who played a crucial role in the adoption of OBIS as a programme by IOC/IODE was unfortunately not able to make it due to unforeseen circumstances. PP briefed the meeting on practical issues. PP and EV briefed the meeting on the objectives of the meeting, and the expected outcomes. Minutes of last meeting 2.1 Adoption of the minutes The minutes of the 7th meeting of the MC, held in New Brunswick, New Jersey, USA on 28 and 29 February were adopted without major changes. 2.2 Matters arising from the minutes No matters were brought forward by the participants to the meeting; all pending issues from the minutes are substantive agenda items for the present meeting. 3. Discussions OBIS 3.1. Report on the status of iOBIS and iOBIS activities EV briefed the meeting on activities of the international OBIS Secretariat, the availability of funding, web statistics and data acquisition. Data acquisition is progressing very satisfactorily, with the current number of records available through iOBIS well over 20 million, from 707 individual datasets. The RON network is responsible for about half of the records. The second-most important provider of data are the thematic nodes. CoML Field Projects are a third source, which is expected to become much more important in view of the ending of many of these projects in 2010. October 2010 will be a critical milestone for OBIS. There will be an opportunity to create visibility for our activities; CoML has already provided a platform in the past to enhance visibility of OBIS, through their series of Press Releases, and through other publications. At the same time, end of 2010 will also be the end of the stable Sloan Foundation support, and an alternative is urgently needed. This is one the issues to be considered during this meeting, and during the OBIS Strategy meeting. EV stressed the importance of maintaining high profile, through high-quality publications through specific web services and functionality of the web site, and through development of information products. A number of publications have been produced, some important scientific papers were written using OBIS data. FG and EV are co-authors on a chapter in the National Geographic Ocean Atlas chapter on CoML. ML presented a book on the biodiversity of the Patagonian Sea that mentions OBIS explicitly as a source of data; copies of this book were presented to IODE Project office and the international OBIS Secretariat. OBIS was represented at several important meetings, often by Node Managers, illustrating the importance of the Nodes for the visibility of OBIS as a network. There is a need to increase visibility outside the scientific world, by contributing to publications for the larger community, and to demonstrate societal relevance of OBIS through appropriate illustrations. Especially collaboration with GOOS, as the latter is part of IOC, should be investigated. OBIS needs to collaborate closely with other organizations, such as IUCN, UNEP, WCMC and GBIF, to make its data and scientific expertise available to intergovernmental organizations such as CBD and GEO-BON. Action item ALL: send list of references of OBIS publications to secretariat; where possible, also include PDF Action item ALL: send news item on meetings attended as RON or other relevant meeting to secretariat for inclusion on the iOBIS News Page. Action item ALL: create illustrations of OBIS use or other OBIS illustrations, either on level of RON or global. iOBIS can make copy of database available to this end, or assist in generating the data needed for the illustration. The international OBIS Secretariat and OBIS SEAMAP have been working together with IUCN in the framework of a project to provide scientific advice to the Secretariat of the Convention of Biological Diversity. A first meeting was held in Canada, where documents were drafted for input in the SBSTA meeting in Nairobi, May 2010. From there, the scientific inputs will be presented in the COP meeting planned for November 2010 in Japan. Action item KF: investigate with the organizers of COP 10 how OBIS presence can be enhanced, and how OBIS network can assist in this. The technology behind OBIS is being revised. A PostgreSQL/PostGIS version of the OBIS data store is now available, and already used for most of the illustrations and analysis; analysis tools are being developed in R. The web site development stalled; a small grant was made available from Sloan to rebuild the web site, and to create OGC compliant web services. Also REST services similar to the GBIF ones are being considered. It is important for OBIS that the web site is specific to its mandate, and offers functionality specific to marine scientists. BD presented new web site developments at SCAR-MarBIN, and reaffirmed that all tools and lessons learned can be shared. Action item EV: circulate request for input in the design of the new web site Hits on the iOBIS web site were reduced dramatically, after Google seemed to have changed the way search results are displayed: iOBIS does not come up anymore as one of the hits when searching on the scientific name of a marine species. Hits/visits are further eroded by the fact that all OBIS data is, in principle, available through GBIF, and that further users of OBIS data who take data through GBIF not always acknowledge OBIS and its data providers. It is important for OBIS to find out who its users are both of the web site and general users of the OBIS system. This will assist in better profiling of OBIS and its services, including the web site. Action item OBIS Secretariat: further investigate Google Analytics as a tool to monitor user base and uses of iOBIS web site. The funding situation in the OBIS network, both at the international secretariat and most of the RONs is not good. With the exception of a few, all nodes mention lack of resources as a limiting factor for mobilizing data into OBIS. The secretariat had submitted numerous proposals to funding agencies, but with the exception of two for which the decision is pending, all failed. Proposals prepared by the OBIS network and submitted through IOC/IODE might stand a better chance. The OBIS strategy meeting immediately following MC8 will address this, and, among other things, prepare a number of concept papers for proposals. Action tem ALL: identify issues to be brought to the attention of the OBIS strategy meeting, both for consideration during the meeting, and to guide further action. 3.2. Report on RON activities FL presented a report on Regional OBIS Nodes activities, based on the feedback received from RON managers. The RON managers were asked to contribute to the report giving input following a template, which is available from  HYPERLINK "http://www.iobis.org/download/Meetings/ManCom/MC8/mc8 RON report template.doc" http://www.iobis.org/download/Meetings/ManCom/MC8/mc8 RON report template.doc. Since the last MC meeting, February 2008, most RONs have actively contributed data. The USA RON is now active, after receiving funding from NBII, its host organization, and has contributed substantially. Problems mentioned by several RONs include lack of resources, technical issues (sometimes as a result of funding constraints to keep or improve the personnel), reluctance of scientists to share data, danger of duplication of data in OBIS. Political: the nature of open publishing on the web information on biodiversity is open to discussion on ways to acknowledge and even protect providing sources/authors/etc. Related to this are data citation issues, and a possible collaboration between the RON network and IODE. Danger of data duplication is not a serious issue now, but possibly in the future as the number of individual data sets keeps on increasing; will, at that point, need a formal mechanism to assign GUIDs. OBIS should closely monitor what the latest developments are in the biodiversity community, and consult with GBIF on this. 3.3. Collaborative work 3.3.1. Gazetteer OBIS needs a gazetteer, to serve as a controlled vocabulary for place names, and to translate geographical names in a position (possibly combined with a size of the geographical entity, to be used in the calculation of a proxy for precision of distribution records assigned to this entity). Both SCAR-MarBIN and VLIZ/EurOBIS use a gazetteer. The VLIZ Gazetteer, VLIMAR,  HYPERLINK "http://www.vliz.be/vmdcdata/vlimar/" http://www.vliz.be/vmdcdata/vlimar/, contains global data, but with increasing detail towards the Belgian EEZ. SCAR-MarBIN works together with SCAR Composite Gazetteer;  HYPERLINK "http://data.aad.gov.au/aadc/gaz/scar" http://data.aad.gov.au/aadc/gaz/scar. Through BD and FH, these two initiatives are coordinated. Another gazetteer for marine use is being developed by BODC, as part of its commitment to SeaDataNet. Also AODCJF is working on a gazetteer for oceanographic work. There is an urgent need to rationalize these efforts; the Australian groups and VLIZ should share expertise. Links with BODC have to be investigated. A small group (FH, BD, GR, KF) will follow up on issues on behalf of OBIS. Action item FH: Contact Roy Lowry of BODC to discuss synchronization of development and content Action item GR: submit VLIMAR as standard for the consideration of Ocean Data Standards Action item KF: contact FH to investigate how VLIMAR can be applied in other RONs Action item EV: investigate what locality names are available in OBIS now. 3.3.2. Taxonomic lists PT presented a powerpoint on behalf of Tony Rees, outlining the progress on IRMNG; the powerpoint is available from  HYPERLINK "http://www.iobis.org/download/Meetings/ManCom/MC8/mc8 irmng.ppt" http://www.iobis.org/download/Meetings/ManCom/MC8/mc8 irmng.ppt. The current version, 2.0, was made available while the MC took place. It holds 446K genus names, of which 50% are allocated to family. There are an estimated 15-20K genus names missing, and there are still gaps on flagging (habitat, extant status). The database also contains 1.4M species names, mostly from CoL (which includes ITIS). The latest WoRMS names are to be added shortly. WoRMS currently holds 151K valid species names, and a total of 287K taxa of all ranks, valid and non-valid. In addition, there are nearly 9K names in quarantine names added by the data management team but not yet approved by the taxonomic editors. After correction of misspellings in the Scientificname and Scientificnameauthor fields, and removal information that does not belong in those fields, there are 204K unique combinations of scientific name and author in the OBIS store; 140K of these match either on both name and author with WoRMS, or have a matching name and missing author. Of the 140K names, 71K correspond with a valid WoRMS species. Clearly, there is an urgent need to match the remaining 64K (=204K-140K) taxon names in OBIS with a controlled vocabulary. The present analyses are done on the PostreSQL database, which relies on WoRMS to provide synonymy and classification. A hybrid solution, in which classification and synonymy can also be provided by IRMNG or directly from the literature should be investigated. Action item EV: compare OBIS names with IRMNG. 3.3.3. Quality Control Jessie Bluvias, data manager at the international OBIS Secretariat, prepared a powerpoint presentation which is available from  HYPERLINK "http://www.iobis.org/download/Meetings/ManCom/MC8/mc8 data issues.ppt" http://www.iobis.org/download/Meetings/ManCom/MC8/mc8 data issues.ppt. For reasons of efficiency, this presentation was not shown during the meeting. In a discussion on this issue, several RON Managers expressed the need for more information on quality control protocols at the international OBIS Secretariat. As much of the Quality Control should be done by the RONs, now too much is happening at iOBIS. RONs need guidance on how to perform these quality control checks, and which ones should be mandatory before making data available to iOBIS. Most importantly, OBIS RONs need feedback on the crawling process (=pulling in data from data providers), and feedback on the result of the quality control checks performed at the international secretariat. EV explained that a distinction should be made between old data, which was made available to OBIS some time ago, and data that come on line now. For new data, Jessie Bluvias can (and usually does) contact the provider in case of any problem with the data. For older data, results of the quality control associated with the development of the information products as described above is usually not communicated with the original data provider; this communication was postponed, and was to be part of the launching of the new web site: feedback mechanisms, in both directions, were planned as new features. Since the development of the new web site is long overdue, iOBIS will start a process to update data holders on edits to the data. A small task force was formed to look into quality control issues (EV, FL, FH, Jessie Bluvias). The task force will produce a document outlining present and desired QC procedures, and investigate what tools are available to support this QC (such as the ones developed by CRIA in Brazil and available through HYPERLINK "http://splink.cria.org.br/tools?criaLANG=en"http://splink.cria.org.br/tools?criaLANG=en). GE-BICH will play an important role in this process, and will be consulted for guidance, among other for controlled vocabularies. Action item iOBIS: draft document describing quality control procedures Action item iOBIS: start process of QC feedback on old data Action item iOBIS: suggest structured report for feedback on crawling process for new data Action item MK: contact MC for input in controlled vocabularies that are being developed by GE-BICH 3.3.4. Extending the OBIS Schema Several RON managers and (other) OBIS users have expressed the wish for OBIS to start dealing with information that can not be handled by the current OBIS Schema. Some examples of the pertinent data are: non-taxonomic information collected in the same sampling event as the biological specimens (e.g. salinity, temperature, oxygen, grain size of soft bottoms, habitat type); sampling device information and any other information needed for better interpretation of the quantitative data in OBIS; molecular sequence data; identifiers in controlled vocabularies for taxonomy such as WoRMS or ITIS; A complicating factor is that many data providers are happy to share the basic OBIS data, but not the extra information. The conclusion of the ensuing discussion was that any information not openly available can better be kept at the data provider level, and not send to iOBIS; but the portal can make a link available to the relevant record of the providers web site, and a note that more detailed information is available through the original data provider (possibly after contacting this provider to sort out access rights). In the discussion of further developments, it is assumed that all data are available without restrictions. A guiding principle for further development should be to look for interoperability rather than duplication of content and web functionality. E.g. genetic sequences are handled properly by GenBank and others; physical oceanography data are dealt with by many, including IODEs NODCs. OBIS should strive at creating systems that link the OBIS web site with these external systems, rather than to rebuild part of the functionality on offer there. GBIF developed new tools, the Integrated Publishing Toolkit (IPT), which allows to exchange data in a star format, and is no longer restricted to a flat format as DiGIR is. This development creates an opportunity to extend the types of data exchanged within OBIS Network, by creating a series of extensions to the existing OBIS Schema. It would be advantageous to re-write the OBIS Schema as an extension of Darwin Core using this technology, as this would make OBIS more standards-compliant. Extensions can be registered, and are published on the GBIF web site. Before OBIS can start using this, we have to migrate from DiGIR to GBIF IPT or TAPIR. This is not a trivial matter, and might take six months to be implemented. Also developing new schemas to serve as the extensions will need careful consultation, and will take time. Both implementation of the new transfer protocol and the design of the extension schemas should start as soon as possible. Extensions are described below. iOBIS should investigate the new toolset made available by GBIF, and gain experience using these tools. GBIF offers training events and an IPT helpdesk to assist with uptake of the IPT. Action item iOBIS: start using new transfer protocols developed by GBIF While these are under development, an interim solution will be devised, allowing structured content of the notes field of the present OBIS Schema. A simple XML schema can be used to structure the notes field into a set of field/value pairs. Action item EV: propose XML schema for field value pairs to be used as content for a new usage of the notes field. Environmental data. This type of data was further defined as data other than taxonomically resolved distribution information, collected in the same sampling event than the biogeographic data. The preferred solution is to form a link between OBIS and external system, on the basis of a globally-unique identifier of the sample. This link should be two-way. A task force will look further into this problem (BD, FH, PG, EV). Action item BD: initiate activity of the Environmental Data Task Force. Habitat classification. OBIS needs habitat classification on two levels: to (start to) create a map of the oceans according to these categories; and more important in this context, to capture habitat descriptions that are made together with the biogeographic observation. The latter is an extension of the Environmental data extension, but this will require a broad consultation about the classification to be used, and the appropriate terms to serve as a controlled vocabulary. Ideally, the classification should be hierarchical, and build on classification schemes that already exist. Action item ML: initiate activity to construct/adopt hierarchical habitat classification scheme. Document existing schemas. Sampling Gear. To a large extent, this problem could be dealt with on the level of the metadata, on condition that the granularity of the metadata is fine enough, and that all records described by one metadata record are homogenous is this respect. This needs close collaboration with GE-BICH, and the development of their controlled vocabularies. Scientific name modifier. OBIS can only deal with proper scientific names. Often there is information that is now shoe-horned in the scientific name field, which does not belong there. Part of the QC procedures of iOBIS is to remove this information, so that these records can be meaningfully combined with these from other providers. So the present situation is the worst for both sides: the provider looses the extra information, iOBIS has more work dealing with QC. There are fields in the OBIS Schema that are now not fully utilized such as gender and stage, where a lot of the extra information should go. Two types of information could be resolved by schema extensions: temporary names (i.e. sp. A; manuscript names) and uncertainty/reliability of the identification. Action item MK: draft suggestion for scientific name modifier controlled vocabulary; consult Todd OBrien in this process. 3.3.5. Metadata OBIS uses GCMD as its main metadata partner, and is unlikely to change this dramatically in the near future. Recent initiatives by GBIF needed discussion, and possible collaborative work with GBIF identified. For this reason, ET was invited to brief the MC on GBIF and its metatada activities. He first introduced the distributed architecture as developed by GBIF using the powerpoint available from  HYPERLINK "http://www.iobis.org/download/Meetings/ManCom/MC8/GBIF-architecture.ppt" http://www.iobis.org/download/Meetings/ManCom/MC8/GBIF-architecture.ppt. He further expanded on GBIF metadata activities using  HYPERLINK "http://www.iobis.org/download/Meetings/ManCom/MC8/GBIF-metadata.ppt" http://www.iobis.org/download/Meetings/ManCom/MC8/GBIF-metadata.ppt. GBIF has created an Ecological Metadata language (EML) profile for use in the IPT with biodiversity data. IODE created, some time ago, a community profile for marine data. GCMD has a crosswalk to ISO 19115. There is a need to compare these standards, and to provide cross-walks where needed. A call for mini-grants was launched by GBIF, to allow some of its members to actively work on integrating their metadata systems with the GBIF system. Aligning the OBIS metadata with the GBIF Biodiversity Community Profile would be a suitable candidate for such a mini-grant. Action item EV: investigate submitting proposal in response to call for proposals on GBIF mini-grants for metadata 4. Introduction to IOC 4.1. Introduction to IOC, IODE and IODE Capacity Building These items were introduced by PP using the powerpoint presentation available from HYPERLINK "http://www.iobis.org/download/Meetings/ManCom/MC8/iode%20presentation.ppt"http://www.iobis.org/download/Meetings/ManCom/MC8/iode presentation.ppt. He summarised the history of IOC and IODE, and briefed the meeting on the management structure of both. He clarified the role of the Groups of Experts within IODE, including GE-BICH. He informed the meeting that IOC adopted an IOC Strategic Plan for Oceanographic Data and Information Management, which is to be A comprehensive and integrated ocean data and information system, serving the broad and diverse needs of IOC Member State, for both routine and scientific use. One of the objectives of IODE is to create an OceanDataPortal, which was presented in a subsequent presentation. The Capacity Building activities of IODE are guided by its ODIN strategy, to link training, equipment and operational support, with attention to both Data and Information. 4.2 Introduction to the IODE Ocean Data Portal and Ocean Data Standards GR introduced this item using the powerpoint presentation available from  HYPERLINK "http://www.iobis.org/download/Meetings/ManCom/MC8/odp presentation.ppt" http://www.iobis.org/download/Meetings/ManCom/MC8/odp presentation.ppt. The OceanDataPortal will act as a Data ATM with data available in standard formats, and available from anywhere in the world, with a consistent and unified way to deliver data to clients. The ODP is a distributed system, with the original data providers responsible for exposing their data using the standard protocols and formats. Data providers are often but not necessarily NODCs. The key principle behind IODE ODP is its interoperability with existing systems. Standards are the key to this interoperability. IODE, together with WMO, have established a process to agree on and adopt standards, OceanDataStandards; this process is supported by a web site,  HYPERLINK "http://www.oceandatastandards.org" http://www.oceandatastandards.org. A task team will follow up on interaction with ODP and ODS (EV, GR, FH, Pat Halpin, Sergey Belov). The point of contact of ODP with OBIS should be the international OBIS Secretariat, both for data flow and for standards. Standards now used by OBIS, such as OBIS Schema, Darwin Core and DiGIR should be proposed for consideration as Ocean Data Standards. OBIS web services should be developed so that they facilitate data contribution to ODP; both web feature and web mapping services will be needed; needs consultation with the ODP technical team. Action item GR, EV: initiate the process to have OBIS standards considered by the ODS Action item EV: contact Sergey Belov to discuss WMS and WFS output from OBIS 4.3. She went over the terms of reference and pointed to the relevance for OBIS. This site requires a log-in, which can be obtained from MK or Gwen Moncoiffe, chair of the GE-BICH group. Action item MK: provide access privileges to MC members who request access 5. Adoption of OBIS by IOC/IODE 5.1. Introduction and overview This item was to be introduced by GH, who could not attend due to unforeseen circumstances. PP continued, by guiding the meeting through the text of the resolution of the adoption of OBIS by IOC. Consequences of adoption by IOC/IODE: practical aspects Two sets of issues need to be dealt with: how will OBIS fit in the IOC/IODE governance structure, and how will we gain access to resources to make OBIS sustainable within its new context. Resources needs and available support The present level of activity at the OBIS secretariat requires approximately US$ 500K/year. This includes three full-time members of staff, one part time (approx 10%), support for the OBIS Governing Board, travel of the secretariat staff and other official OBIS travel, a small amount of discretionary funds, and overhead to Rutgers University of 15%. Other support to OBIS is administrative support to FG and EV (10% FTE), and the reduced overhead rate of 15% instead of 54% that is normally associated with projects at Rutgers University. Rutgers University, the present host of the international OBIS Secretariat, was contacted to investigate what support might be made available in case a project office is established there. The present offer is to provide support (logistics, administrative support, internet connectivity, office space) but no staff/salary support. A few smaller issues remain to be clarified (e.g. server hosting, purchase of servers) but are unlikely to create a major shift. The guidelines for the establishment of distributed offices, as available from  HYPERLINK "http://www.iobis.org/download/Meetings/ManCom/MC8/ioc decentralized occifes.pdf" http://www.iobis.org/download/Meetings/ManCom/MC8/ioc decentralized occifes.pdf; the general framework for establishing a Memorandum of Understanding is available from  HYPERLINK "http://www.iobis.org/download/Meetings/ManCom/MC8/Doc 2 Annex 13 134696e.pdf" http://www.iobis.org/download/Meetings/ManCom/MC8/Doc 2 Annex 13 134696e.pdf; the guidelines assume that a host organisation would support at least one member of staff. The present offer of Rutgers has to be formalised, and should mention a duration; a typical duration for a hosting agreement is three years. The meeting was unanimous in its recommendation to retain the OBIS Secretariat at Rutgers University. This recommendation might have to be revisited if there is a substantial offer from another institute/organisation. All RONs represented at the meeting liked the current agreement from technical and service point of view. Also, it was feared that moving would be difficult from practical point of view, caused i.a. by a loss of expertise of the staff of the secretariat. Action item EV: clarify with Rutgers University few remaining issues concerning the offer to host the secretariat. Member States will be invited to contribute resources, in the form of funding or other support, to OBIS activities through the appropriate UNESCO channels. Some institutions already indicated their willingness to contribute, but have to be briefed on the appropriate steps. One of the objectives of the strategy meeting is to formulate a number of projects that are attractive to potential donors either IOC Member States or other donors. Action item PP: clarify mechanism for countries or other organisations to contribute resources to OBIS operations Governance Following the IOC resolution, the OBIS Governing Board will remain the main governance body of OBIS till the end of 2010. It was suggested to have a formal hand-over to IOC/IODE during the CoML events scheduled for October 2010. An OBIS Governing Board meeting was already planned to be held at this venus. A discussion was held on the implications of the new OBIS status on data flows, and on the collaboration with NODCs. Since OBIS has now an intergovernmental mandate, it should be easier for RONs to convince some of the national institutes to contribute data. A recommendation from the IODE to the NODCs might assist in this process. In view of the trend of many countries to have distributed systems, rather than a monolithic NODC, maintaining the present RONs as partners of the NODC seems to be the most logical way forward. The key is again interoperability, not assimilation of OBIS Nodes into the NODC. One of the items in the IOC GA resolution recommends the collaboration with relevant research organisations, marine research stations, networks and other stakeholders. This has to be the responsibility of the OBIS Network, not of the international secretariat. Contacts have to be made at the appropriate level e.g. contacting MARS, the European network of Marine Research Stations, should be done by EurOBIS. In all cases, the international OBIS Secretariat should be made aware of these contacts. PP presented an organigram sketching out the possible place of OBIS in the IOC/IODE structure.  The OBIS DB Project Steering Group needs a better name. First of all, OBIS is a community of practice, with a database as one of its most visible products, but much more than a database. Also, Project implies a temporary activity, while OBIS has the ambition to establish itself as a permanent component of the international scientific infrastructure. There was some discussion over the need to ask countries to consider appointing a national coordinator for OBIS data, next to the data managers and information managers in the IODE committee. The majority of participants felt that the interests of OBIS and the biodiversity community would be sufficiently covered by the national data manager. Others felt that the communities dealing with taxonomically-resolved data and that dealing with the classical oceanographic data are sufficiently different to warrant a separate representation in the IODE Committee. It was agreed to disagree, and to present both options to the IODE Committee and the OBIS Governing Board. A related discussion was about the nature of the RONs whether they are individuals working in scientific institutions, or a mandate from a national organisation. This would have implications on how to further manage the RON network, and how formal a relationship between RONs and iOBIS should be. This matter will be further discussed. A first step in this discussion is to map RONs against IODE member countries/NODCs and/or ODINs. The ODINCARSA planning workshop for the coming 4 years will be held in Ensenada, Mexico, from 7 to 10 December 2009. This would be a first good opportunity to introduce OBIS activities to an ODIN network. Part of OBIS activities might be funded through collaboration with ODINCARSA and other ODINs. Action item PP, EV: investigate iOBIS representation at ODINCARSA planning workshop in Ensenada. 5.3. Priorities and Work Plan: introduction to OBIS Strategy meeting EV briefed the meeting on the objectives of the OBIS Strategy meeting, and the need for input from the MC. Action item EV: create powerpoint presentation to summarise discussions from MC on behalf of the meeting, to be presented at the OBIS Strategy Meeting 5.4. Funding mechanisms Reference was made to UNESCO Extrabudgetary Funds, and the mechanisms to request for additional funding. A request was submitted to this mechanism earlier; several of the topics included in this submission will be further expanded in the OBIS Strategy meeting. Other mechanisms discussed were the participation of OBIS in several of the funded activities of IODE; participation in ODINCARSA and ODINAfrica, and participation in OceanTeacher are some of the possible avenues to be explored. 6.
