Revised JCOMM Terms of Reference (ToRs) Report of the Co-Presidents to MAN-VIII Finalization of the results from JCOMM 3 1. Immediately following JCOMM 3, co-president Dexter provided some input and assistance to the Secretariat in finalizing the report of the session. This included, in particular, the detailed work plan as well as membership of a number of the expert teams and groups, which was not completed at the session. The PA Coordinators and ET chairs provided valuable input to this work. Co-president Dexter was also able to revise and finalize the JCOMM Strategy Document, based on the discussions and input from JCOMM 3. This document was subsequently made publicly available on the JCOMM web site. 2010 meeting of the WMO Presidents of Technical Commissions (PTC 2010) 2. As with the 2009 session, WMO PTC2010 was a useful meeting, with much productive interaction among the presidents on issues which cut across all Commissions. Strategic issues related to the Organization as a whole included strategic and operational planning and the terms of reference of the Technical Commissions (TCs). Thankfully the PTCs agreed that the ToRs should not contain reference to specific ERs as originally proposed. There was a lot of heat and not much light in the discussions on enhancing the efficiency and effectiveness of the TCs, based around a Secretariat paper which was almost identical to that presented the previous year, to near universal opprobrium. All the TCs are already adopting many measures designed to enhance efficiency and reduce costs, especially of formal Commission sessions, and have aligned their operating plans with the WMO (and IOC for JCOMM) Strategic Thrusts and Expected Results (ERs). More information was requested from the Secretariat, including a proper costing of the suggested super-Commission session, before further meaningful discussions on the issue can take place, perhaps at PTC2011. Co-president Dexter has now adjusted the JCOMM ToRs in line with these discussions, and the new revised ToRs are given in the Strategy Document, and reproduced here in Appendix A. It is understood that the positive results and proposals coming from PTC2010 provided very useful input to the subsequent session of the WMO Executive Councils Working Group on WMO Strategic and Operational Planning (EC WG/SOP). 3 There were productive discussions on the follow up to WCC-3, and the establishment of the GFCS. The PTCs have agreed to coordinate input to this process, with WMO Commission for Climatology (CCl) taking the lead on technical issues, with oversight to be provided by an Inter-Commission Group (ICG-GFCS), to include the PTCs. A separate document to MAN 8 will address the GFCS. 4. As usual there was much discussion on the need for enhanced coordination between the Regional Associations (RAs) and the TCs, but little concrete action. The TCs stand ready to address RA requirements in their respective fields, when these are made know. Overall, however, the annual PTC sessions have now become a useful forum to address Organization-wide cross-cutting issues as well as more specific topics for TC interaction and coordination, of benefit to all Members/Member States. 5. Following on from, and as a result of the outcomes of PTC2010, co-president Dexter coordinated JCOMM input to the WMO Operating Plan, which included substantial and very much appreciated input from all the PA Coordinators. This was submitted to WMO EC WG/SOP JCOMM-CHy Coastal Inundation Forecasting Demonstration Project meeting (CIFDP) 6. The CIFDP being implemented jointly with WMO Commission for Hydrology (CHy) was initiated at a meeting in Geneva in July 2009. Momentum with the project inevitably slowed following this meeting, due to JCOMM 3 and other factors. In an endeavour to restart the process, co-president Dexter took advantage of being in Geneva to undertake teleconferences involving the Project Steering Group co-chair, the Secretariat, and a consultant, in January and June 2010. A second project meeting then took place in September 2010, and further details on CIFDP will be provided to the Committee under items 3.1.2 and 5.3. Hosting JCOMM meetings 7. Co-president Dexter was able to secure funding from the Australian Bureau of Meteorology to host and financially support three JCOMM meetings in Melbourne during the past 11 months: third session of Expert Team on Marine Climatology (ETMC, February 2010); a Maritime Safety Services workshop with a focus on QMS (May 2010); and the fifth session of the Services Coordination Group (SCG, May 2010). The Bureau of Meteorology will also host and financially support the sixth session of the Ship Observations Team (SOT) and fourth session of the Observations Coordination Group (OCG), both in Hobart in April 2011. These meetings will provide an excellent opportunity for the OCG to liaise in particular with GODAE OceanView (GOV) on observational data requirements for operational ocean forecasting. 62nd Session of the WMO Executive Council (EC-LXII) 8. The report on JCOMM 3 to the session was given on behalf of co-president Dexter by the Secretariat, due to his unavoidable absence in Paris, representing Australia at IOC EC 43, when this item was presented. The ensuing discussions were very positive for the Commission, indicating strong support from EC members for the achievements to date and the forward work programme and priorities for the next intersessional period. All the recommendations were approved, including notably that proposing a comprehensive external review of JCOMM prior to Congress, to be conducted using extra-budgetary resources. With the IOC also approving this recommendation, the Secretariats have subsequently issued the second Joint Circular Letter (JCL), following the first one in 2009 on the same subject, requesting resources and input from Members/Member States for the review. The EC also endorsed the revised ToRs for JCOMM, to be passed to the sixteenth World Meteorological Congress (Cg-XVI) for approval in May 2011. 9. Given the current approach to the EC agenda, with documentation and discussions focused on ERs rather than programmes, virtually all the technical agenda items contained elements of JCOMM programme activities, with potential for intervention by the co-president. Under WIGOS/marine observations, co-president Dexter was able to draw the attention of the EC to the outcomes and follow-up to the OceanObs09 Conference in 2009, which will lead to a revision of the whole ocean observing system and governance mechanisms, with eventual implications for the National Meteorological and Hydrological Services (NMHSs) in the availability of marine data for observations and research, and in the way they manage their own observing systems. In conjunction with the president of WMO Commission for Basic Systems (CBS) and the US delegation, the co-president was able to highlight the problems associated with interference (vandalism) to deep ocean moorings, in parallel with similar discussions in IOC. Other input to the session included under WMO Information System (WIS), service delivery, disaster risk reduction, and the WMO research priorities. 10 It is encouraging to see that the draft agenda for CG-XVI will revert, at least partially, to a programmatic structure. This will allow a much more coherent approach to discussions of the technical work of the Organization, for both Members and the PTCs. Through some shuttle liaison between Paris and Geneva, the co-president was able to ensure that the dates for the WMO and IOC ECs in 2012 result in only minimal overlap, to avoid the obvious problems created in 2010 for the JCOMM co-president and the Secretariats. 43rd Session of the IOC Executive Council (EC-XLIII) 11. The report on JCOMM and IOC-WMO cooperation was given by co-president Frolov. Large part of the report was on the decisions and recommendations by JCOMM 3 that were of IOC Member States interest, which were endorsed by the IOC Resolution EC-XLIII.5. In general, the Executive Council acknowledged JCOMMs achievement during the intersessional period, and reaffirmed its support to JCOMM. As the previous EC (2008) and Assembly (2009), Member States approved a recommendation on a comprehensive external review of JCOMM to be conducted using extra-budgetary resources provided by Member States. Subsequent action by the Joint Secretariat was described in item 8 (above). The IOC EC again stressed the importance of the sustained in situ global ocean observing system for climate as well as the continuity of remote sensing observations, and of the decadal planning after the OceanObs'09. The revised JCOMM ToRs (Appendix A) were approved by IOC EC, pending their adoption by the WMO Congress in 2012. 12. The IOC EC noted the ongoing development of a Global Framework for Climate Services (GFCS) catalysed by the World Climate Conference 3 (WCC-3, Geneva, Switzerland, 31 August4 September 2009), and emphasized the role of IOC in this process, given the importance of ocean processes in climate. 13. Recalling the discussion at the Joint IOCWMO officers meeting (UNESCO, Paris, 27 January 2010), the IOC EC agreed to consider a new overarching Memorandum of Understanding between IOC and WMO in order to adapt the collaborative framework to the status and to facilitate the ongoing and planned activities. The EC requested the Secretariat to review the existing memoranda, including those on JCOMM, and prepare a new overarching MoU. Liaison with WMO Commission for Agricultural Meteorology (CAgM) 14. Both before and subsequent to the session of CAgM in Brazil in July 2010, co-president Dexter undertook extensive liaison with Dr Jim Salinger, immediate past-president of CAgM on two issues: formation of a new joint Expert team on Climate and Fisheries; and possible JCOMM co-sponsorship of a planned workshop on climate and oceanic fisheries, focused on Pacific Island Countries, Rarotonga, October 2011. More details on these are in the document under Item 6.1. Liaison with  HYPERLINK "http://www.arcticobserving.org" \t "_blank" Sustaining Arctic Observing Networks (SAON) 15 A presentation JCOMM: Elaboration of Integrated Marine Observing, Data Management and Services System was made on behalf of co-president Frolov at the  HYPERLINK "http://www.arcticobserving.org" \t "_blank"  SAON agency officials meeting held 18-19 March 2010 in Miami, USA as a side meeting at the State of the Arctic Conference. The meeting served as a forum for an international, inter-agency discussion of the role of national agencies and international bodies in the development of SAON. International Polar Year (IPY) 16 Co-president Frolov was invited to participate in the IPY Oslo Science Conference (Olso, Norway, 8-12 June 2010) which brought together around 2300 scientists and policy makers to review the outcomes of the International Polar Year. A presentation IPY and beyond: from a snapshot to a movie was made on Dr. Frolovs behalf at a plenary session of the Conference by Director of the Roshydromet Main Geophysical Observatory Prof. V. Kattsov. The presentation reviewed the present status of the observation system, research activities and environment monitoring in the Arctic and welcomed the idea of prolongation of the observation and research efforts as a part of an International Polar Decade which is presently under discussion in the international organizations. WMO Executive Council Working Group on Polar Observations, Research and Services (EC-PORS) 17. As for the first session of the WMO Executive Council Working Group on Polar Observations, Research and Services (EC-PORS-I, Canada, October 2009), JCOMM was invited to provide input to EC-PORS-II, Hobart, October 2010. Because of the location of this meeting, co-president Dexter was able to participate personally and make a short presentation on behalf of JCOMM and also SOOS. More details of this activity are given in the document under Item 5.5. GODAE OceanView (GOV) 18. It will be recalled that GODAE OceanView (GOV) is directly linked to JCOMM through both membership of the SCG and the JCOMM Expert Team on Operational Ocean Forecast Systems (ETOOFS). Co-president Dexter was invited to participate in the second session of the GOV Steering team (GOVST, Tokyo, October 2010), but for various reasons was unable to do so personally. However, JCOMM representation at the meeting was undertaken very ably by the Secretariat (Albert Fischer) and Gary Brassington, chair of ETOOFS. The co-chairs of GOVST are Andreas Schiller (Australia) and Eric Dombrowsky (France). Wearing another hat, as a member of the GOV Patrons Group, co-president Dexter was able to participate in a teleconference during the meeting, which also provided an opportunity for limited JCOMM input. GOV has established a number of specialist Task Teams, with two being of particular relevance to JCOMM: on ocean forecast model intercomparisons, which will need to liaise closely with ETOOFS; and on observing system experiments, which should involve close interaction with the OCG. Peter Oke of Australia chairs this latter team, and as he is based in Hobart, the coming OCG meeting there (April 2011) will facilitate this liaison. Preparations for MAN-VIII 19. Co-president Dexter has worked with the Secretariat (Boram Lee) on preparations for the current meeting, in particular in finalizing the agenda, annotated agenda, timetable and document plan. This also involved a short teleconference of the JCOMM Bureau (co-presidents, PA Coordinators and Secretariat) in September, to address a few urgent issues as well as planning for the full MAN session. ___________ Appendix: 1 TERMS OF REFERENCE FOR THE JOINT WMO/IOC TECHNICAL COMMISSION FOR OCEANOGRAPHY AND MARINE METEOROLOGY The Joint WMO/IOC Technical Commission for Oceanography and Marine Meteorology (JCOMM) shall: (i) Coordinate, develop and recommend standards and procedures for the work of Members/Member States in the overall collection, exchange, access, understanding, application and delivery of marine meteorological and oceanographic data, information, forecasts and warnings upon which marine meteorological and oceanographic services and marine-related decision-making processes are based. (ii) Coordinate, develop and recommend standards and procedures for the work of Members/Member States in the overall collection, management, exchanges and archival of high-quality marine meteorological and oceanographic data, information and products, on which climate studies, predictions and services, as well as impact and adaptation strategies, are based. (iii) Promote and facilitate the international sharing of implementing experience, transfer of technology and research uptake, and support relevant education and training to meet the capacity development needs of national agencies and of other organizations that play a role in the provision of marine meteorological and oceanographic services. In this regard, the Commission will give special attention to education and training, and technology transfer initiatives on marine meteorological and oceanographic data, products and services that respond to the needs of, and build capacity in, the developing countries with particular emphasis on the Least Developed Countries and Small Island Developing States. Additionally, the Commission will support cooperation among WMO, IOC and other Untied Nations agencies that are members of UN-Oceans, the International Hydrographic Organization (IHO), the International Council for Science (ICSU) and other governmental and non-governmental organizations, the private sector as well as user organizations, on matters related to marine meteorology and oceanography. Within its terms of responsibility as defined above, and consistent with the IOC Statutes, the Joint WMO/IOC Technical Commission for Oceanography and Marine Meteorology shall have responsibilities common to all WMO Technical Commissions as defined in WMO General Regulation 179, and shall structure its work to address societal outcomes as envisaged by the planning documents of the parent organizations, by creating an operating plan focusing on the areas identified within its specific terms of reference and addressing appropriate (or applicable) strategic thrusts and expected results. ___________     MAN-VIII/Doc. 2.1, p.
